Policy credit to support labor export

Labor export is one of the major policies of the Party and the State to solve employment, increase income, and improve people's lives. In Son La, the preferential loan program for workers going to work abroad under the contract of the Social Policy Bank has been effective, opening up a new direction to help many workers have the opportunity to escape poverty sustainably.

Previously, the economic conditions of Quang Van Hac's family in Muong La commune were very difficult. He once wanted to go abroad to work to improve his life, but the cost was too high for his family to handle. At the end of 2023, with guidance from the Social Policy Bank staff, Hac was able to borrow 60 million VND with preferential interest rates to go to work in Taiwan.

Ms. Lo Thi Tuyet, Mr. Hac's wife, shared: Thanks to preferential loans from the Social Policy Bank, my husband has the opportunity to go to Taiwan to work. Currently, he sends home 20 million VND each month for the family to pay off the bank loan and have more conditions to take care of the children and buy household items.

Not only in Muong La commune, the preferential loan program for labor export is also helping many households improve their lives. Ms. Tong Thi Trang, Phang Hum Co village, Chieng Mung commune, said: In December 2023, my husband decided to go to Korea to work, increasing the family's income. Thanks to a loan of 100 million VND from the Social Policy Bank under the ethnic minority household category, my husband was able to leave the country smoothly and now has a stable job with an income of 20-30 million VND/month.

Mr. Nguyen Van Manh, Deputy Director of Mai Son Social Policy Bank Transaction Office, said: Implementing the direction of the Provincial Social Policy Bank Branch, Mai Son Transaction Office proactively coordinated with communes to review the needs and make a list of workers who wish to work abroad. At the same time, promote propaganda and guide borrowers to complete documents and procedures, ensuring that capital is disbursed quickly and to the right subjects. Thanks to that, more and more households have boldly registered for loans and confidently participated in the international labor market. Up to now, the Transaction Office still has 29 customers borrowing capital for labor export with outstanding loans of more than 2.6 billion VND.

According to regulations, workers from poor households, near-poor households, households whose agricultural land has been recovered, ethnic minorities, relatives of meritorious people and people living in poor districts are all supported with loans for labor export. The maximum loan amount is equal to 100% of the cost of working abroad according to the signed contract; the loan interest rate is equal to the interest rate for poor households (currently 6.6%/year).

Preferential loans have become a “bridge” to help people realize their dream of working abroad. Not only does it create a stable income, helping borrowers repay their debts on time, it also helps many families have more capital to invest in production, build houses, and improve their quality of life.

Mr. Hoang Xuan Truong, Director of the Provincial Social Policy Bank Branch, said: Implementing Directive No. 20 dated December 12, 2022 of the Secretariat and Conclusion No. 1833-KL/TU dated July 15, 2025 of the Provincial Party Committee Standing Committee on strengthening leadership in sending workers to work abroad in the new situation, the Provincial Social Policy Bank Branch has advised the Provincial People's Committee, the Representative Board of the Provincial Social Policy Bank to direct relevant departments, branches, and local authorities to step up propaganda on the Party's guidelines, policies, and laws of the State on labor export, helping people to be aware and understand information about the foreign labor market. At the same time, direct regional transaction offices to create all favorable conditions for procedures and promptly disburse loans for workers to work abroad under contracts.

By the end of October 2025, the total outstanding loan balance for the labor export program reached more than 10 billion VND, with 146 customers still in debt, an increase of nearly 1 billion VND compared to the end of 2024. From 2020 to now, the whole province has more than 1,100 workers working abroad under contracts, an average of over 220 people per year; the main markets are Japan, Taiwan, Korea... with an average income of 25-35 million VND/month. Many workers, after completing their contracts, return with capital to invest in production, business, and start-ups, contributing to spreading the spirit of legitimate enrichment in the community.

In the period of 2025-2030, Son La province aims to send about 5,000 workers to work abroad, striving for 100% of communes, wards and towns to have workers going abroad. This is not only an economic and social development target, but also a fundamental solution to help reduce poverty sustainably and improve the quality of human resources. With the support of the Bank for Social Policies, preferential credit capital continues to be a fulcrum for Son La workers to boldly reach out, contributing to building their homeland to change and develop more and more.
