The National Assembly discusses socio -economic development plans for 2025 and 2026.

According to the session's agenda, starting this morning (October 29), the National Assembly will discuss issues related to socio-economic development. Specifically, the National Assembly will discuss the assessment of the results of implementing the socio-economic development plan for 2025; and the projected socio-economic development plan for 2026.

Results of implementing the National Assembly's resolutions on the five-year plan for the period 2021-2025: socio-economic development; economic restructuring.

Reports from the Government, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy on the issuance of documents adjusting the content within the authority of the National Assembly to address issues arising from the restructuring of the state apparatus, promoting decentralization and delegation of power, and resolving obstacles caused by legal regulations.

Reports from the Government, the Supreme People's Court, and the Supreme People's Procuratorate on the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, and resolutions of the Standing Committee of the National Assembly in 2025.

During the discussion session, members of the Government, the Chief Justice of the Supreme People's Court, and the Prosecutor General of the Supreme People's Procuracy explained and clarified some issues raised by National Assembly deputies.

The discussion session will be broadcast live on radio and television so that the public can follow it.

Previously, according to the Government's report, all 15/15 socio-economic targets were to be met or exceeded in 2025. Specifically, GDP growth in 2025 was projected to exceed 8%; the average growth rate for the period 2021-2025 was 6.3%, higher than the previous term (6.2%).

The world's two largest economies continue to invest in Vietnam.

According to a recently published report, HSBC Bank believes that Vietnam's outstanding growth results have once again made it stand out from other ASEAN countries.

Following the unexpected surge in Q3 results, HSBC raised its GDP growth forecast to 7.9% (previously 6.6%) for 2025 and 6.7% (previously 5.8%) for 2026.

HSBC noted that the biggest risk that could impact growth remains trade volatility.

According to HSBC, FDI remains a key driver of Vietnam's growth. Since "Liberation Day" in April, concerns have been raised about the stability of FDI flows into Vietnam. Total FDI in the third quarter increased by 15% year-on-year, but newly registered FDI decreased by 9% year-on-year.

Interestingly, HSBC pointed out that the structure of Vietnam's FDI portfolio has changed this year. In 2024, Singapore, South Korea, and China were the three largest investors.

However, Singapore and mainland China now each account for about a quarter of new FDI, while South Korea's market share has declined and been replaced by the US. In other words, despite trade fluctuations, the world's two largest economies continue to pour investment into Vietnam.

After all, according to HSBC, all ASEAN emerging markets are now back to square one, facing the same "19-20%" tariffs. Those countries that benefited from the trade tensions will continue to benefit, such as Malaysia and Vietnam.

Equity fund performance was less positive in September.

According to news from Fiingroup, in September 2025, the equity fund group recorded unfavorable results, with 63 out of 73 funds reporting negative returns, mostly declining by more than 2%, while the bond fund group maintained stable returns. Cumulatively for the first nine months of the year, the average performance of all three investment fund groups remained generally stable compared to the same period in 2024.

Regarding cash flow, net outflows through investment funds in the Vietnamese stock market slowed down in September, thanks to a sharp decrease in withdrawals from equity funds, especially ETFs, with a value decrease of 51.1% compared to the previous month. However, net outflows returned to the bond fund group, occurring across the board with 14 out of 25 funds recording outflows.

In the first nine months of the year, the total net outflow from the market reached over 25,000 billion VND, an increase of 72.7% compared to the same period last year, reflecting the cautious sentiment of institutional investors in the face of market volatility.

September also saw 20 out of 36 open-ended equity funds reduce their cash holdings, marking the second consecutive month of this trend. Conversely, some funds managed by Dragon Capital increased their cash holdings, indicating differences in portfolio allocation strategies among fund managers.

Regarding stock transactions, HVN and HPG were among the top net buyers of funds in September (based on volume). Conversely, the securities sector (SSI, VND) and banking sector (MBB, TCB, VCB) were the stocks with the strongest net selling.

The net worth of Vietnam's only female billionaire has skyrocketed.

The Vietnamese stock market on October 28th witnessed one of the most dramatic trading sessions, with the VN-Index unexpectedly reversing dramatically from a sharp decline to a strong surge at the end of the session.

The highlight of the trading session was VJC - the stock of Vietjet Air. The stock surged to its ceiling price of 187,500 VND per share, a 42% increase in one month.

Ho Chi Minh City: The number of apartment transactions under 3 billion VND accounts for only 9%.

Savills' Q3 2025 Ho Chi Minh City real estate market report shows that the apartment market in the South is becoming increasingly diversified, with satellite provinces emerging as more affordable apartment options compared to Ho Chi Minh City.

Savills' data shows that over the past nine months, the Ho Chi Minh City market has seen a significant decline in buyer affordability, with apartments priced under VND 3 billion accounting for only 9% of real estate transactions in the city, but representing 60% of total transactions in neighboring localities.

In the former Binh Duong area alone, up to 90% of apartment transactions were at affordable prices for the region.

According to Savills, new supply in Ho Chi Minh City is expected to remain limited in the short term, while prices are projected to continue rising. Due to price pressures and affordability concerns, buyers are tending to shift to satellite cities and localities with more accessible prices.

Ms. Giang Huynh, a representative from Savills, stated that due to limited supply and the dominance of high-priced inventory, the low-rise housing segment will expand to suburban areas and neighboring provinces, along key infrastructure routes.

It is projected that by 2028, Ho Chi Minh City's future housing supply will reach 60,000 units from 80 new projects and subsequent phases.

AI-powered organ transplant coordinator at Cho Ray Hospital wins Vietnam Talent Award.

Cho Ray Hospital has just announced that it has won third prize in the 18th Vietnam Talent Awards in the Medical category with its project "Application of Artificial Intelligence (AI) in the reception, management, and selection of recipients for organ and tissue donations".

This is the first specialized software in Vietnam for coordinating organ and tissue donation and transplantation, designed based on regulations from the Ministry of Health and clinical experience.

This software was approved in 2022 and 2023, is currently being used at Cho Ray Hospital, and has the potential for widespread application nationwide.

The Ministry of Health has requested coordination with the National Coordination Center for Organ Transplantation to deploy this software nationwide. The software is also being used by the community to register for organ donation, await organ transplants, find information, and get answers to questions.

This project is highly regarded for its management, selection, and coordination of kidney function, and its potential for development in other tissues and organs such as the heart, liver, lungs, and cornea. This award affirms the innovation and proactive approach of Cho Ray Hospital in implementing digital transformation.
