Training on the procedures for payment of forest environmental services for local officials.

The Department of Agriculture and Environment of Tuyen Quang province recently organized three training courses on professional skills for officials in charge of forest environmental service payments (FESP) at the People's Committees of communes and wards, forest owners who are organizations, and some local forest rangers in the province.

Training courses were held at three locations: Ha Giang 1 ward, Bac Quang commune, and Yen Son commune, with a total of over 250 participants. During the training, participants received updates on important topics such as: the authority, functions, duties, and responsibilities of commune-level People's Committees in implementing the Payment for Ecosystem Services (PES) policy under the two-tiered local government system; dissemination and guidance to communes on implementing State regulations on PES policies, including: procedures for preparing payment documents, the development and adjustment of plans, management, use, and settlement of PES funds associated with forest management and protection by commune-level People's Committees; dissemination and guidance on the management and use of PES funds by communities responsible for forest protection, and the patrolling, management, and protection of forest areas under contract with local communities. The responsibilities of specialized departments and divisions of the People's Committee at the commune level in coordinating the implementation of the Payment for Ecosystem Services (PES) policy in conjunction with forest management and protection; supporting the resolution of difficulties and obstacles in the process of implementing the PES policy in conjunction with forest management and protection at the local level; and guiding the management and use of PES funds by the village community receiving forest protection contracts…

Regular training sessions help improve the capacity of commune-level officials. At the same time, they contribute to ensuring that payments for forest ecosystem services are made to the correct recipients, for the correct areas, in a timely and transparent manner. The forest ecosystem service policy has provided a stable source of income for people involved in forest management and protection, creating an important impetus for forest protection and development in the province.
