Synchronizing infrastructure towards modernization.

In accordance with Decision No. 1478/QD-TTg dated November 28, 2022, of the Prime Minister promulgating the Plan for implementing the emulation movement "Promoting the development of synchronous and modern infrastructure and combating waste," Tuyen Quang province has been implementing the emulation movement, considering it a key task and creating a foundation for the province to achieve comprehensive breakthroughs in the era of self-improvement.

Strengthening discipline and order in investment.

To properly implement the Prime Minister's Decision, Tuyen Quang province places special emphasis on inspection, examination, and supervision in investment and construction management. Inter-agency inspection teams have been established to regularly check the progress and quality of projects, review design documents, cost estimates, acceptance procedures, and final settlements. Specialized agencies are resolutely handling cases of delayed construction, use of substandard materials, and resulting cost overruns and budget waste. In particular, departments, agencies, and localities are simultaneously implementing a campaign to "Accelerate land clearance progress." At key projects, working groups visit individual households to persuade and explain policies, ensuring transparency, adherence to procedures, and consensus.

During monthly and quarterly briefings with departments, agencies, and localities on the disbursement of funds, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, consistently emphasized that combating waste in the implementation of projects is not only a mandatory requirement but also a measure of the management and operational capacity of each agency and unit. Therefore, "synchronization - modernity - efficiency" is identified as a consistent criterion in infrastructure development.

Creating momentum for development

With a spirit of innovation and creativity, Tuyen Quang province has identified infrastructure development as a key task in the three strategic breakthroughs it has set for the 2021-2030 period. The focus is on reviewing the list of public investment projects, resolutely cutting out unnecessary and scattered projects. Departments and agencies are strengthening the streamlining of investment management procedures, applying a one-stop shop mechanism to shorten the time for appraisal, approval, and disbursement of funds.

Comrade Le Thanh Son, Director of the Department of Construction, affirmed that Tuyen Quang has proactively identified priority areas, with the regional transportation infrastructure system being a highlight of the province in the 2022-2025 period. Regarding expressways, the Tuyen Quang - Ha Giang expressway (phase 1) is under construction with a total length of 104.5 km, striving for completion in 2025; phase 2 will be implemented to open a new section from Tan Quang to Thanh Thuy International Border Gate. The national highway system, comprising 12 routes with a total length of 1,170 km, has basically completed investment in upgrading and renovation, meeting the transportation and travel needs of the people. The local and provincial road system, comprising 10 routes with a total length of over 780 km, has been upgraded, repaired, and maintained according to the annual plan. Investment has been made in constructing over 598 km of commune center roads; and hardening 2,047 km of commune and village main roads and internal field roads.

Along with developing transportation infrastructure, the province focuses on investing in the construction of modern technology and information infrastructure; school systems, medical facilities, cultural institutions, commercial and service infrastructure; urban water supply, drainage and wastewater treatment systems; riverbank erosion control and embankment systems in key locations; waste collection and solid waste treatment systems in accordance with regulations; planning and construction of cemeteries and funeral homes; parks, gardens, and green spaces in existing and newly built urban areas... creating a harmonious and high-quality living space for the people.

The spirit of emulation in developing synchronous and modern infrastructure, coupled with combating waste, as stipulated in the Prime Minister's Decision dated November 28, 2022, is spreading strongly throughout the province. Each completed project not only contributes to changing the face of urban and rural areas but also demonstrates Tuyen Quang's determination to effectively utilize every penny of investment capital, helping the province make strong breakthroughs in the new term 2025-2030.
