The Prime Minister directed General Department 2 to continue to improve its strategic forecasting capacity, grasp the situation, and advise the Party and State on appropriate policies to firmly protect the Fatherland "early and from afar."

On the morning of January 26, Politburo member and Prime Minister Pham Minh Chinh visited, inspected combat readiness and wished a happy new year to officers and soldiers of General Department II, Ministry of National Defense . Joining the working delegation with the Prime Minister was Politburo member and Director of the General Department of Politics of the Vietnam People's Army, General Luong Cuong.

In the past time and in 2023, the Standing Party Committee and the commander of General Department II have led and directed the successful and excellent completion of the tasks of news, strategic advice and intelligence action; promptly advised the leaders of the Party, State, Central Military Commission, and Ministry of National Defense to make correct decisions, avoiding being passive or surprised about strategy, which has been recognized and highly appreciated by senior leaders and departments, ministries, branches, and localities.

With its outstanding achievements, in 2023, General Department II was honored to receive the First Class Military Exploit Order from the Party and State; a number of collectives and individuals of the General Department were awarded the Military Exploit Order and Certificates of Merit from the Prime Minister.

Talking to key officials of the General Department, Prime Minister Pham Minh Chinh conveyed the greetings, best wishes and best wishes of General Secretary and Secretary of the Central Military Commission Nguyen Phu Trong to the officers and soldiers of General Department II and hoped that the General Department's work results in 2024 would be higher than in 2023.

The Prime Minister said that 2023 will have many complicated changes. In that context, under the leadership of the Communist Party of Vietnam, headed by General Secretary Nguyen Phu Trong; with the drastic participation and efforts of the entire political system, all levels, sectors, localities, the business community, the people of the whole country and the close cooperation and active support of international friends, the socio-economic situation has achieved important results in many fields with many outstanding marks.

The Prime Minister acknowledged and commended the efforts, endeavors, achievements and feats that General Department II has achieved, including many excellently completed tasks, contributing to the overall achievements of the country. The Prime Minister affirmed that under the leadership of the Party and State, and regularly and directly by the Central Military Commission, the Government, the Prime Minister and the Ministry of National Defense, General Department II has grown and become stronger, increasingly proving its important position and role, excellently completing assigned tasks, contributing to the construction and protection of the Fatherland, and being recognized and highly appreciated by the Party, State and People.

Believing that in 2024 and the coming time, the world and regional situation is forecast to continue to develop in a complicated and unpredictable manner, but peace, cooperation and development are still the main currents, the major trends, and the common aspirations of mankind; in order to continue to successfully complete the tasks in 2024 and the following years, Prime Minister Pham Minh Chinh requested that the Defense Intelligence Service must prepare better and be ready to receive all tasks assigned by the Party and State.

The Prime Minister directed General Department II to continue to improve its strategic forecasting capacity, grasp the situation, advise the Party and State on appropriate policies to firmly protect the Fatherland "early and from afar", absolutely not to be passive or surprised; with the motto "think deeply, grasp promptly, always innovate".

The Prime Minister requested to proactively implement measures to improve the leadership capacity and fighting strength of Party committees and organizations at all levels, comprehensively lead all aspects of the unit's work; focus on building a clean and strong General Department Party Committee in terms of politics, ideology and ethics. Synchronously deploy solutions to build the organization, apparatus and structure of the Intelligence force in the direction of "refined, compact, strong, professional, effective and functional". Build a team of Intelligence officers with strong political will, strategic vision, sharp professional perspective and thinking, and professional knowledge commensurate with their responsibilities and tasks. Build a disciplined, standardized and modern unit to effectively serve ministries, branches and localities.

Affirming that the Defense Intelligence Service is a special force of the armed forces, the Prime Minister requested the General Department to be imbued with the viewpoints according to Resolution 8 of the Central Committee, correctly assess partners and targets to have appropriate and effective countermeasures. In particular, continue to thoroughly grasp and seriously implement the instructions and requirements of General Secretary Nguyen Phu Trong: "... No matter the circumstances, our Defense Intelligence Service is only allowed to become stronger and stronger..."; be absolutely loyal, forever believe in the Party; wholeheartedly serve the goals and ideals of the Party, serve the Fatherland, serve the People; effectively serve to protect and build the Socialist Republic of Vietnam to become increasingly strong, powerful, and prosperous; the people are increasingly happy and prosperous.

After inspecting the unit's preparations for Tet, the Prime Minister requested the General Department to strictly maintain combat readiness regimes, provide news, ensure security and safety; and ensure good material and spiritual life for soldiers during the 2024 Lunar New Year.

During the working trip, the Prime Minister visited the Science and Technology Intelligence products; visited and recorded in the traditional golden book at the General Department Museum; visited, encouraged and wished the General Department and its officers, employees and soldiers a happy new year./.
