Dak Lak province has a unit that has disbursed all public investment capital in 2025.

According to the Department of Finance, among the 25 units, departments, branches, and localities of the province allocated public investment capital in 2025, by the end of April 2025, one unit had disbursed 100% of the plan.

That is Dak Lak Province Irrigation Works Company Limited. Specifically: in 2025, the unit was allocated 6.97 billion VND from public investment capital to implement the Buon Triet irrigation canal system project.

For the remaining 24 units, 5 units disbursed over 50% of the assigned capital plan; 12 units disbursed from 20 - 40%; 6 units disbursed less than 20% and 1 unit disbursed 0% (Department of Home Affairs).

As of April 30, 2025, the whole province has assigned nearly 6,783 billion VND of public investment capital in 2025 to each project and disbursed more than 1,384 billion VND (equal to 20.4% of the plan, up 8% compared to the previous month).

Of which, the central budget has disbursed more than 1,015 billion VND (equal to 19.6% of the plan); the local budget has disbursed nearly 369 billion VND (23% of the plan).

If calculated according to the central capital assigned according to the data reported by the Ministry of Finance , the province's disbursement rate reached 22.97% of the plan, 7.41% higher than the national average (the national average is 15.56%), ranking second in disbursement for the 5 Central Highlands provinces, ranking 18th out of 63 provinces and cities and ranking 23rd out of 111 units assigned to implement the public investment plan.

To complete the 2025 plan, the Department of Finance has recommended that the Provincial People's Committee focus on directing the agencies assigned to be investors to promptly complete investment procedures for submission to competent authorities for approval; develop compensation, site clearance, and resettlement plans (if any); prioritize capital allocation for compensation, site clearance, and resettlement; urgently implement plans to collect land use fees and land sales to ensure investment capital for projects already in the plan; review and guide the dossiers on mineral exploitation as common construction materials for project investment; urgently speed up the implementation progress and disbursement as soon as possible to avoid the situation of capital remaining in the basic construction budget at the end of the year...
