Streamlining the payroll of 73,245 people due to early retirement

On the morning of August 19, the National Assembly Standing Committee will review the report of the Supervisory Delegation and pass a thematic supervisory resolution on "Implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units (PSUs) in the 2018-2023 period".

The rate of reduction of local public service units is slowing down.

The monitoring results report shows that in the period 2015 - 2021, many public service units have been arranged more reasonably, limiting the situation of overlapping tasks, reducing the number of focal points exceeding the target by 10% as required by Resolution 19.

According to Government data, as of December 31, 2021, the total number of public non-business units was 48,442, a decrease of 7,449 units compared to 2015 (13.33%).

At the local level, the number of public non-business units decreased by 13.46%, achieving the set target, but there were 20 provinces and cities with a decrease of less than 10% such as Binh Duong (0.19%); Ho Chi Minh City (1.2%)...

On the contrary, there are provinces and cities with very high reduction rates such as Son La (30.81%); Yen Bai (29.06%); Hoa Binh (28.93%)...

At the central level, the number of public service providers decreased by 7.4%, failing to meet the set target. Agencies with high reduction rates include the Ministry of Foreign Affairs (down 26.67%), the Ministry of Home Affairs (25%), the Ministry of Information and Communications (24.24%)...

In the period 2021 - 2023, the implementation results are still low compared to the target. Currently, the whole country has only reduced 846 units compared to 2021 (reaching 1.75%).

During this period, the reduction rate at the central level is accelerating and can reach the target of 10% reduction by 2025. On the contrary, the reduction rate at the local level is slowing down (only at 1.67%).

According to the monitoring team, this is a big challenge to continue achieving a 10% reduction in the 2021 - 2025 period because the number of public service providers is currently mainly concentrated in localities.

12 provinces and cities increase payroll staff from the state budget

Regarding the number of career positions receiving salaries from the state budget in public service units in the 2015 - 2021 period, there are 1,789,585 people, a decrease of 236,366 people, equivalent to a decrease of 11.67% (of which, ministries and branches reduced 40,221 people, equivalent to 25.19%; localities reduced 196,145 people, equivalent to 10.51%), exceeding the target of 10%.

Thus, the reduction in the number of public service employees receiving salaries from the state budget at the central level is greater than the reduction at the local level. This is a trend opposite to the reduction in the number of public service employees.

The monitoring team assessed that although the rate of reduction in the number of public employees in central agencies is lower than that in local agencies, the rate of reduction in public employees receiving salaries from the state budget is stronger.

In the 2021-2023 period, for ministries and branches, the number of public service positions receiving salaries from the state budget decreased by 11,021 positions, equivalent to a decrease of 9.22% compared to 2021. Some ministries and branches decreased more due to promoting the autonomy of public service delivery units and the socialization of public service delivery, such as the Ministry of Industry and Trade decreased by 28.81%, the Ministry of Transport decreased by 34.43%, the Ministry of Foreign Affairs decreased by 70.07%...

Regarding localities, the monitoring team said that the decrease in the past two years has been quite modest, with up to 12 provinces and cities increasing the number of employees receiving salaries from the state budget during this period.

The average reduction in the number of payroll positions from the state budget at the local level in the 2021-2023 period only reached 1.42%, far from the set target of continuing to reduce by 10%.

Another notable result through monitoring shows that, by December 31, 2023, the total number of subjects receiving the policy of streamlining payroll according to regulations in ministries, branches and localities is 89,576 people (ministries, branches: 5,917 people, accounting for 6.6% and localities: 83,659 people, accounting for 93.4%).

If divided by policy, there are 73,245 people who retired before the age, accounting for 81.77%; 16,182 people who quit their jobs immediately, accounting for 18.06%; 58 people who quit their jobs after vocational training, accounting for 0.06% and 91 people who transferred to organizations that do not receive regular salaries from the state budget, accounting for 0.1%.

As for beneficiaries, about 54% is due to annual quality classification; 20% is due to organizational and personnel arrangement; about 16% is due to not meeting training standards according to professional and technical standards and 10% in the remaining cases.

The arrangement, restructuring and streamlining of staff for accounting and school health positions in kindergartens and general schools and the positions of drivers, security guards and service staff in public service units have been seriously directed and implemented by many localities.

Notably, there are 3 schools in the locality with 1 accountant; medical services are directly hired in wards and communes in the area (Long An); the number of drivers, security guards, and service staff are minimized. However, in reality, there are many schools without security guards, making public property management difficult.

Through surveys, many localities support streamlining the payroll for accounting and school health positions, while other localities identify that streamlining the payroll causes difficulties and inadequacies in management and school health work, especially in big cities.

The number of deputies basically meets the prescribed criteria and is reduced according to the roadmap for the units that are planned to merge and consolidate:
