That was the victory of the independent, self-reliant, correct, and creative political and military line; the bold, swift, intelligent, and courageous spirit of the Vietnamese people; the victory of the all-people, comprehensive, and long-term resistance war, creating an extremely great combined strength in both spirit and material, at home and abroad, of all revolutionary and progressive forces in the world, forming an unprecedentedly large international front supporting Vietnam; the victory of the offensive strategy with the motto of long-term fighting, at the same time knowing how to create opportunities, seize opportunities, and launch strategic offensives to change the situation of the war and advance to the final victory. In the rapid and competitive transformation of the world, the top and consistent issue is the reaching out and innovating thinking, new global, comprehensive and all-people approaches. We must put ourselves in the flow of the world and the times. As the General Secretary said, the world is moving rapidly, if we do not move or move slowly, we are backward. With the spirit of “lightning speed”, “boldness”, “one day equals 20 years” of the Great Victory of 1975, we must seize the time to break through, accelerate, and accelerate. The world is in a period of epochal change, the next 5 years is a very important time to establish a new world order. This is a strategic opportunity, a “golden” time, the final stage of the Vietnamese revolution to complete the strategic goals of 200 years of Party building and nation building. By taking shortcuts and anticipating, we must make highly accurate forecasts, grasp the rapid changes in the world’s industrial revolution, artificial intelligence, and digital technology to develop the country. The spirit of “lightning speed, even faster; boldness, even bolder, seizing every hour, every minute to carry out the cause of liberating the South and unifying the country” half a century ago must still be the torch that lights our way to prosperity. The world changes every day and unprecedentedly. If we have a stagnant, rigid, slow-to-innovate mindset and are satisfied with what we have done, we will not be able to keep up with the situation, we will miss the opportunity to develop, we will be "overtaken" by the world, by our friends who are more alert and faster, we will fall behind.

Innovative thinking, being one step ahead, at the same time going hand in hand with action, daring to think, daring to do, daring to innovate, daring to take responsibility. Must quickly implement the resolutions, policies, directives of the Party, and the direction of the General Secretary into life in a practical and effective manner. Must have breakthrough solutions to implement Resolution 57-NQ/TW on science and technology development, innovation and national digital transformation; systematically and systematically implement Resolution 18 to continue to arrange the political system apparatus from the central to local levels and transform in international integration. It is necessary to have a scientific, revolutionary and practical awareness of the difficulties, obstacles and challenges ahead, to foster determination, unity and confidence to achieve the set goals. During the resistance war against the US, we put forward the motto "if you fight, you will find a way to fight", "stick to the enemy's belt and fight". The issue is to dare to fight, know how to fight and know how to win. That spirit is illuminating our awareness and actions today. Time waits for no one and no one can do it for us. The important thing is to learn from experience as we go. With determination and the support of the people, we can do everything.

All success or failure of work depends on good or bad cadres. In the construction and development of the country today, the issue of cadres is more important than ever, the "key of keys". Building our country "more decent, more beautiful" is to conduct a giant battle to fight against what is old and corrupt, to create new and fresh things, a task more difficult than defeating imperialism.
