The situation of farmers "hanging up ponds" is increasing due to export difficulties. The Ministry of Agriculture and Rural Development has asked localities to encourage people to increase farming to catch the year-end market trend.

On August 8, Deputy Minister of Agriculture and Rural Development Phung Duc Tien signed Official Dispatch No. 5386 requesting the People's Committees of provinces and centrally-run cities to strengthen the direction of aquaculture in the last months of 2023, ensuring the growth plan.
According to Deputy Minister Phung Duc Tien, the fisheries sector has both advantages and challenges, but the most difficult is the export market. The output of fisheries in the first 6 months of the year is estimated at 4.27 million tons, reaching 47.2% of the plan; the export value of fisheries is estimated at 4.13 billion USD, down 27.4% over the same period in 2022.
According to the Ministry of Agriculture and Rural Development, current seafood prices are still low, profits are not high, people have the mentality of "hanging ponds" waiting for market signals, leading to the risk that in the last months of the year there may be a shortage of seafood materials for processing and export, affecting the growth plan target for 2023.
In order for aquaculture to develop stably in the last months of 2023, meeting the demand for raw materials in both quantity and quality for processing and export, the Ministry of Agriculture and Rural Development recommends that localities grasp and stabilize the production of key aquaculture species, promote the development of marine aquaculture and species with high economic value.
Maintain areas for ecological, organic, rice-shrimp, forest-shrimp, and improved extensive farming, combine measures to increase productivity and output in these areas to promote the advantages of black tiger shrimp products; develop white-leg shrimp farming in areas with adequate infrastructure and good control of production stages.
The Ministry of Agriculture and Rural Development also proposed focusing on developing the pangasius chain from breeds, feed to commercial farming. Developing offshore aquaculture with species that can produce large yields (sea bass, yellowfin pompano, cobia...).
Implement solutions to reduce costs in aquaculture: Apply advanced techniques in all stages of the farming process to increase survival rate, reduce feed conversion ratio (FCR); Organize production linkages to reduce intermediary stages, ensure input materials (breeds, feed, aquaculture environmental treatment products ...) reach farmers as quickly, as close as possible, and at the lowest cost.
Strengthen environmental monitoring and warnings in concentrated aquaculture areas, promptly issue recommendations and warnings to farmers; do a good job of disease prevention in aquaculture, to minimize losses in aquaculture.
Implement well the work of food safety management and traceability in aquaculture.
