With the motto “Where there are workers, there are trade unions”, in recent times, the Standing Committee of the Provincial Federation of Labor (FFL) has diversified forms of propaganda and mobilization for employers to establish trade unions and gather and develop union members. Thereby, enhancing the role and position of trade unions, especially the role of representing and caring for workers.
Grassroots trade unions (GCTUs) have a very important position and role in enterprises and with workers. An effectively operating GCTU can ensure the harmony of interests between business owners and workers, thereby contributing to the production and business efficiency of the enterprise.
According to the Provincial Federation of Labor, in recent times, trade unions at all levels in the province have continuously innovated the content of propaganda to develop union members; at the same time, they have proactively approached businesses to mobilize the establishment of grassroots trade unions.
Specifically, every year the Provincial Federation of Labor implements plans to develop union members and establish grassroots unions at all levels of unions; taking this as an important criterion in considering emulation and rewards. From there, unions at all levels regularly survey the situation of workers and laborers in industrial parks and clusters.
In particular, for enterprises that are qualified to establish a grassroots trade union, union officials actively propagate and mobilize to help enterprises better understand the role and position of trade unions and voluntarily establish grassroots trade unions.

With the drastic participation, in the 2018 - 2023 term, trade unions at all levels in the province have established 124 grassroots trade unions, recruiting nearly 17,000 union members; of which, there are 38 grassroots trade unions at units and enterprises with 25 employees or more (achieving over 112% of the set target); bringing the total number of grassroots trade unions in the province to 1,772 grassroots trade unions with nearly 78,000 union members. Most of the grassroots trade unions after being established have operated stably, performing well the functions and tasks of the trade union organization, especially maximizing the role of protecting the rights of workers.
For example, the Transport Trade Union has increased its membership and established non-state sector trade unions. While at the end of 2017, the unit only had 36 trade unions with 1,486 members, by August 2023, it had developed 25 more trade unions and recruited 2,420 new members.
Able Joy Garment Company Limited Dak Lak (Hoa Phu Industrial Park) has a large number of employees (more than 1,000 people), so the establishment of a Trade Union organization is extremely necessary to ensure the rights of workers. In May 2023, the Company's Trade Union was established with over 800 workers joining the union. Under the direct direction and guidance of the trade union of the industry and trade sector, immediately after its establishment, the Company's Trade Union developed regulations, operating programs and signed collective labor agreements...
Ms. Nguyen Thi Kieu, Chairwoman of the Company's Trade Union, shared that the establishment of a Trade Union organization not only protects the legitimate rights and interests of employees at work, but also provides care and support for employees in terms of cultural and spiritual life, as well as creating a solid foundation for them to work with peace of mind and strive to stabilize their lives.

According to Ms. Nguyen Thi Ly, Vice President of the Provincial Federation of Labor, establishing grassroots unions and developing union members is the responsibility of the trade union organization; in which, the main task is to take care of the lives, protect the legitimate rights and interests of workers, help businesses comply with the Labor Law; ensure harmony of interests between employers and employees, contributing to improving the production and business efficiency of enterprises.
Developing union members and improving the quality and efficiency of grassroots trade union activities are among the core and continuous tasks of trade union organizations. The Resolution of the 11th Provincial Trade Union Congress for the 2023-2028 term sets a target that by 2028, the whole province will have 92,500 union members, and most enterprises with 25 or more workers will have trade unions. To achieve this goal, trade unions at all levels will continue to survey qualified enterprises and continue to propagate and mobilize workers to learn about the position and role of trade unions and voluntarily apply for membership.
