Expert panel evaluates Son Hai Group's bid failure due to 'technical failure'

The reason the bidding expert team failed these contractors was because they did not pass the technical evaluation results.

In an official petition sent to the People's Committee of Binh Phuoc province on the afternoon of May 27, Son Hai Group requested Binh Phuoc province to review the fact that the head of the bid evaluation team had expired his practice certificate and requested to establish an independent expert team to re-evaluate the bid package.

The group also believes that the project investor has signs of using an E-HSDT evaluation consulting unit with personnel who do not meet legal regulations to evaluate E-HSDT, which is against the regulations. Therefore, it is necessary to review the accuracy and reasonableness of the E-HSDT evaluation results in the evaluation reports of the expert team.

Son Hai Group is one of four contractors and a consortium of contractors that failed to participate in the bidding for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Phuoc province.

The four contractors who were rejected in this package include: Cienco4 Group Joint Stock Company, Son Hai Group, the joint venture of Dai Phong Infrastructure Construction Joint Stock Company - Vinaconex - Lu Gia Mechanical and Electrical Joint Stock Company, and the joint venture of Hai Dang - Deo Ca - Thuan Ha Joint Stock Company. The reason the bidding expert team rejected these contractors was because they did not pass the technical evaluation results.

Explaining the reason why Son Hai Group did not meet the technical requirements stated in Son Hai Group's E-HSDT, the expert team assessed that the contractor did not meet the requirements for materials and equipment provided for the bid package; did not meet the requirements for organizing the implementation of the building information model (BIM) in the bid package; did not meet the requirements for construction machinery and equipment serving the construction of the bid package.

The practice certificate of the team leader of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway is still valid.

Speaking to Tuoi Tre Online on May 28, a representative of the Bidding Management Department, Ministry of Finance, said that Mr. Tru's bidding practice certificate is valid until October 18, 2028.

Previously, on October 18, 2023, Mr. Tran Hao Hung, Director of the Bidding Management Department, Ministry of Planning and Investment (now the Ministry of Finance) signed document 1695/QD-QLDT on re-issuing certificates of practice in bidding activities for 313 individuals nationwide, including Mr. Vu Ngoc Tru, head of the bid evaluation team for the construction package of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Phuoc province.

According to the list of re-issued certificates of practice for bidding activities, Mr. Vu Ngoc Tru was born on February 6, 1975, in Hanoi, with re-issued certificate of practice for bidding number 015075000107, certificate validity until October 18, 2028.

Thus, Mr. Tru is qualified to be the head of the expert team evaluating the bidding package for the construction of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Phuoc province that Son Hai Group is proposing.
