Full text of the speech of Provincial Party Secretary Nguyen Van Danh at the 11th Congress of Tien Giang Provincial Trade Union, term 2023

This morning, the 11th Congress of Tien Giang Provincial Trade Union, term 2023 - 2028 officially opened, an important event in the political life of the working class, cadres, workers, civil servants, laborers and the provincial Trade Union organization. On behalf of the Provincial Party Standing Committee, I would like to send to the Vice President of the Vietnam General Confederation of Labor, the Presidium of the Congress, distinguished guests, comrades and 343 delegates representing the spirit of solidarity, will and aspirations of union members, workers, civil servants and laborers in the province my warmest greetings and best wishes.

Through the historical process and revolutionary practice, Vietnam has affirmed: The working class is the vanguard force in the struggle to protect national independence and build socialism in our country. In the process of innovation initiated and led by our Party, the working class has made important contributions to economic , cultural and social development, realizing the goal of industrialization and modernization of the country. As a large political organization representing the legitimate and legal rights and interests of the working class, all activities of the Trade Union have focused on the purpose of building a strong working class, contributing to beautifying and brightening the glorious tradition of Vietnamese trade unions, with the motto "Where there are workers, there is a Trade Union organization".

Deeply aware of the role and historical mission of the working class and the Trade Union, under the leadership and direction of Party committees at all levels, the coordination of the government, and their own efforts and struggles, the team of workers, civil servants, laborers and the Trade Union of Tien Giang has continuously grown and matured, making many important contributions to the development of the province and the cause of industrialization and modernization of the country. The Covid-19 pandemic has severely affected socio-economic development, production and business activities, the lives and jobs of people, businesses and workers, but with solidarity, unity, determination and great efforts, our province has overcome difficulties and challenges, the economy has gradually recovered and achieved a good growth rate; social security has been ensured; the lives of people, workers and laborers have been improved; social order and safety have been maintained. In the midst of the pandemic, no one is hungry; in the midst of mounting difficulties, the spirit of solidarity, mutual support, and efforts to overcome difficulties of the Party Committee, government, and people, including workers and laborers, shines.

The political report for the 2018-2023 term and the report “Tien Giang Trade Union through the 5-year journey of implementing the Congress Resolution” have shown very clearly, very fully and specifically. I would like to just review some outstanding achievements:

Firstly: The work of developing union members and building strong grassroots unions has always been given attention; the union organization system has been gradually improved and developed in both quantity and quality with 132,635 workers, civil servants and employees working in agencies, units and enterprises, including 1,367 grassroots unions and trade unions with 126,812 union members; educational level, skills and professional expertise have been improved, with 100% of full-time union officials having university degrees, 20% having post-graduate degrees.

Second: The ideology of union members, workers, civil servants and laborers is basically stable, political awareness, patriotism, and trust in the Party and the State are maintained and strengthened; attitudes and responsibilities in work are enhanced; there is a spirit of diligence and creativity in work and production, and a sense of striving to meet the requirements of the new situation. The common desire of union members and laborers is to have jobs with stable income; the prescribed policies and regimes need to be ensured; especially the policy on social housing and institutions serving workers in industrial parks and clusters need to be implemented soon so that workers and laborers can work with peace of mind and contribute more to the socio-economic development of the province.

Third: The content and methods of Trade Union activities are innovated in the direction of "taking the grassroots as the area of operation, taking workers, civil servants and laborers as the objects of mobilization". Trade Unions at all levels are increasingly performing better the function of representing, caring for and protecting the legitimate and legal rights and interests of workers; although income is still low, many workers and laborers are still willing to participate in contributing to social funds, such as the Fund for the Poor, the Gratitude Fund, Trade Union Shelter, and Golden Heart; actively participating in humanitarian and charitable social activities, helping compatriots affected by natural disasters and epidemics. Patriotic emulation movements, the core of which are the emulation movements of "Good workers", "Creative workers"; "Union members and laborers compete to follow Uncle Ho's teachings"; building a grassroots cultural life is increasingly developing deeply and widely. The activities of Workers' Month achieved many practical results, suitable to the actual situation and conditions of enterprises and localities, for the development of enterprises and for the legitimate and legal rights and interests of workers.

Fourthly: Coordination with authorities at all levels, organizations and employers is increasingly practical and effective, contributing to building harmonious, stable and progressive labor relations in enterprises. Legal consultancy at enterprises and at self-managed worker dormitories is enhanced, helping employees and employers better understand labor laws and policies directly related to employees; thereby, better implementing the rights and responsibilities of each party in labor relations, contributing to limiting labor disputes.

With the results achieved in the past term, the Provincial Federation of Labor has been awarded many Certificates of Merit and Emulation Flags by the Government, the Vietnam General Confederation of Labor, and the Provincial People's Committee. In this Congress, the Provincial Federation of Labor was awarded the First Class Independence Medal by the President and the Provincial Party Executive Committee will present the Trade Union and workers, civil servants, and laborers of Tien Giang with a banner bearing the words "Innovation - Democracy - Solidarity - Development". On behalf of the Provincial Party Standing Committee, I acknowledge, commend, and congratulate the valuable contributions of cadres, workers, civil servants, laborers, and the Trade Union; sincerely thank the sentiments and close attention, support, and wholehearted assistance of the Vietnam General Confederation of Labor for Tien Giang province.

In addition to the results achieved, we also frankly acknowledge and objectively evaluate that the activities of the Trade Union and the workers' movement in the past term still have some difficulties and limitations as clearly pointed out in the term summary report. I would like to emphasize some issues so that comrades can pay more attention and soon have solutions to overcome them:

That is, the situation where a part of workers and laborers show signs of fading political ideology, only caring more about economic interests and material life, and paying little attention to fundamental, long-term, strategic issues of the working class; in some places, workers are influenced, enticed, and incited by evil, hostile forces to commit wrongdoings, causing instability in security, order, and social safety.

That is, the organizational model, content and operation methods of the Trade Union in some places are slow to be renewed, not keeping up with the rapid changes in socio-economic life and labor relations; some Trade Union officials lack depth, do not grasp the thoughts and aspirations to represent and protect the legitimate rights and interests of workers.

That is, the development of union members and the establishment of grassroots unions are not commensurate with the development of enterprises; union activities in the non-state sector in some places have not met the aspirations of union members; labor disputes and collective work stoppages, although reduced, still occur.

In the coming time, hostile forces will continue to carry out their plot of peaceful evolution in many aspects, especially in the fields of ideology, culture, and cyberspace; the lives, incomes, and jobs of workers will still face many difficulties, requiring us to constantly improve the quality of human resources, build an increasingly strong workforce, and meet the requirements of industrialization, modernization, and international integration. Therefore, trade unions at all levels must make greater efforts in innovating the content and methods of operation, taking workers as the center; proactively researching and promptly grasping the thoughts, aspirations, and concerns from the grassroots to care for and protect union members and workers.

At the Congress, we heard a very profound and comprehensive speech of Comrade Phan Van Anh, Vice President of the Vietnam General Confederation of Labor. Congress delegates need to seriously absorb and supplement the Resolution for implementation. I would like to note and suggest some more orientational issues for Congress delegates to study and decide:

First of all: It is necessary to pay special attention to raising awareness, consciousness, and political capacity of workers, civil servants, and laborers about class, about the Trade Union organization, and about the historical mission of the working class. Promote patriotism, national pride, self-respect, and political consciousness of workers; build industrial style, labor discipline, professional skills, hard work, and creativity to adapt to working conditions; must be in the spirit of sustainable employment and a good life for each worker, for the stability and development of each enterprise, each locality. On the other hand, it is necessary to strengthen the grasp of the situation and developments from the grassroots to propagate and orient ideology to increase resistance to negative manifestations; not to let hostile forces take advantage to incite, entice, cause disturbances, disrupt security and order, and cause division in the great national unity bloc.

Second : Pay attention to building a team of professional, brave, intelligent union officials with sufficient qualities, abilities, enthusiasm and responsibility for their work. Focus on improving the quality of organization, methods and effectiveness of union activities in accordance with the actual situation and requirements and tasks in the new situation; effectively carry out the work of planning cadres, developing, managing, improving the quality of union members; promptly remove difficulties, obstacles and inadequacies in the organizational model, operating mechanism and improve the effectiveness and efficiency of the activities of the industry union and the direct superior union at the grassroots level.

Third: Further promote the role of the Trade Union in preventing and resolving collective labor disputes, limiting strikes and work stoppages by workers and laborers; improve the quality of negotiation, signing and implementation of collective labor agreements, building harmonious, stable and progressive labor relations in enterprises. Closely coordinate with the government, the Fatherland Front, unions and business owners to effectively implement vocational training programs and projects at the address, creating more jobs for workers; have plans and solutions to create conditions for workers in enterprises to study and improve their qualifications in all aspects, meeting the requirements of socio-economic development of the province.

Fourth: Take care of legitimate interests, protect the legal rights and interests of union members and workers; synchronously implement responsibilities and benefits, taking benefits as one of the important motivations to gather and attract workers to the Trade Union organization. Ensure regimes and policies on wages, social insurance, health insurance, occupational safety and hygiene, health care and working environment for workers and laborers; concretize the implementation of material benefits, spiritual benefits, and political benefits that the Trade Union organization brings to union members and workers, especially issues related to employment, housing, kindergartens, and Trade Union institutions in industrial parks and clusters, etc.

Fifth: Innovate the content and form of emulation movements in accordance with the characteristics of the industry, locality and base, focusing on the emulation movement of Good Workers and Creative Workers; thereby, creating more jobs, increasing income, improving the lives of workers and laborers, actively contributing to the completion of the political tasks of the industry, locality and the development of the province. On the other hand, promptly summarize and summarize new factors, typical advanced models, examples of "good people, good deeds" to disseminate experiences, replicate good models and effective practices. Improve the effectiveness of "Studying and following the ideology, morality and style of Uncle Ho"; promote the role of leaders and key officials of the Trade Union to set an example of "following"; actively participate in monitoring, social criticism and giving opinions on Party building, building a clean and strong government.

Along with discussing documents to reach consensus on tasks and solutions to successfully implement the Resolution, the Congress delegates also have a particularly important task, which is to elect the Executive Committee for the new term and elect a truly high-quality delegation to the 13th Congress of the Vietnam Trade Union for the 2023-2028 term. Only by achieving these two important requirements will our Congress be truly successful and each comrade will truly fulfill the duties of a delegate.

We all know that all successes or failures are mainly due to cadres, created by people; with the spirit of considering cadres and cadre work as the "root of all work" , the "key of the key" , the decisive factor for the success or failure of the revolution. Whether the Resolution of the 11th Congress of the Tien Giang Provincial Trade Union, term 2023 - 2028, is successfully implemented or not depends largely on the leadership and management capacity of the new Executive Committee and the factor, the decisive factor for that success is to have a good collective of cadres, with dynamism, creativity, solidarity, democracy, responsibility, knowing how to promote collective strength to complete assigned tasks.

I believe that the Congress delegates will consider, choose correctly, and elect 33 comrades who are truly exemplary in terms of qualities and abilities to the Executive Committee of the 11th term, 2023 - 2028; at the same time, choose to elect 11 comrades who are excellent delegates, representing the will and aspirations of more than 126,000 union members to the Delegation to attend the 13th Congress of the Vietnam Trade Union, 2023 - 2028 term.

Uncle Ho taught: “The purpose of the Trade Union is to improve the lives of workers, to raise the material and cultural life of the working class in particular and the people in general”. He advised: “To organize and develop the great force of the working class, we need a strong Trade Union and good Trade Union cadres”, “Trade Union cadres must be people who understand production, life, and aspirations of workers and civil servants, must understand the Party’s policies, must understand economic management, science and technology…”.

Through the teachings of beloved Uncle Ho, we see more clearly that the responsibility to build and promote the role of the working class, the contingent of workers, civil servants, laborers and the Trade Union organization is the common responsibility of Party committees at all levels, Party organizations and the entire political system; in which, the effort to self-renew the content and methods of operation of the Trade Union organization itself is extremely important. With the glorious tradition of the working class, of the Vietnam Trade Union organization and the spirit of: " Innovation - Democracy - Solidarity - Development " , the Party Committee, government and people of Tien Giang always put their trust in the Trade Union organization and the working class of the province. The victory of today's Congress is a good start for promoting revolutionary action movements in the cause of industrialization and modernization in the locality to be increasingly practical and effective, contributing positively to building the homeland of Tien Giang to be increasingly rich, beautiful and civilized.

I wish the Vice President of the Vietnam General Confederation of Labor, the Presidium of the Congress, distinguished guests, delegates and comrades good health and happiness. I wish the cadres, workers, civil servants, employees and the provincial Trade Union organization to continuously grow, develop strongly and firmly, operate more and more effectively, worthy of their role, position and great potential; truly be the class representing advanced and modern production methods, the leading force in the cause of industrialization and modernization.
