Speaking at the conference, General Secretary To Lam said that delegates had heard information related to the stock market manipulation case - a case that the General Secretary, who was then the Minister of Public Security, had a very good understanding of.

“At that time, the ministry's leaders asked the question: Why is the stock market so high? In the context of the epidemic, economic indicators have all decreased, but the stock market has increased sharply. The only index is the stock market, which has increased to nearly 2,000 points (currently nearly 1,500 points).

If there are signs of crime, the police must investigate, verify, and clarify. We must find out who is manipulating, where and how?”, the General Secretary shared.

The General Secretary stated that resolving that question has opened up a direction for investigation and clarified the nature of the case. In particular, FLC is a typical example of stock market manipulation.

“Putting all the money into the stock market. How can you make such a profit? We must clean up the market so that it operates at its true value. This is a lesson that we have dealt with very promptly, in the right spirit – doing one case, but alerting the whole sector,” the General Secretary emphasized.

According to the General Secretary, each example, each beautiful act, each work result of the force evokes profound thoughts. From leaders and commanders to officers, soldiers, each citizen, each uncle, aunt, brother and sister participating with the police force at the grassroots level all contribute with specific and meaningful images and actions.

The General Secretary expressed his emotion when witnessing many images of police officers close to the people. There are officers who have devoted their whole lives to the fight against drug crimes. This is a dangerous field, where not only the officers themselves but also their families and children become targets of surveillance and threats by criminals.

Therefore, the General Secretary emphasized that there must be a comprehensive policy to protect cadres, because criminals today do not hesitate to use any means to lure and bribe cadres and soldiers. If they do not maintain their courage, it is easy to fall into depravity. When they cannot lure them with "sugar-coated bullets", they are ready to use "real bullets" to destroy them. Even when cadres have overcome these tricks and are still steadfast and resilient, they continue to use other methods such as distortion, slander, division...
