Attending were representatives of the Department of Culture and Sports and members of the Department's Arts Council.

The 2023 Folk Song and Singing Festival of the Three Regions is an activity within the framework of the 2023 Nghe Tinh Vi and Giam Folk Song Festival, taking place from August 1 to 5 in Vinh city, Nghe An province.

Participating in the Festival are mass art troupes from the Cultural Center, Cultural and Art Center, Cultural - Cinema Center of the provinces: An Giang, Ba Ria - Vung Tau, Bac Kan, Bac Ninh, Binh Dinh, Dong Nai, Gia Lai, Ha Tinh, Hung Yen, Kon Tum, Lai Chau, Lam Dong, Ninh Binh, Phu Tho, Phu Yen, Quang Ninh, Son La, Thai Nguyen, Thanh Hoa, Thua Thien Hue, Tien Giang, Tuyen Quang, Vinh Long, Vinh Phuc, Yen Bai, Nghe An, Can Tho city, Hai Phong city and Ho Chi Minh City.

At this Festival, Nghe An Provincial Cultural Center was assigned to create a welcoming art program (15 minutes) and a competition program (35 minutes).

The art program to welcome the Festival includes 3 performances: Homeland of 3 regions (singing and dancing); Returning to the Vi and Giam regions (male and female duets) and Returning to the Vi and Giam verses (singing and dancing).

The program participating in the Festival of Nghe An Traditional Arts Center has the theme "Vi, Giam River", including 6 performances, including 3 Vi, Giam folk songs (Vi, Giam source; Mother's song; Vi, Giam connecting the countryside), 1 instrumental performance (Three regions converge) and 1 Nghe song performance (My fishing village).

The leaders of the Department of Culture and Sports and members of the Department's Arts Council highly appreciated the quality of the program; at the same time, encouraged the spirit of artists and actors of the Provincial Cultural Center to strive to participate in the Festival to achieve high results.
