Summary of 10 years of implementing Directive No. 05-CT/TW of the Politburo

Speaking at the opening of the conference, Major General Rah Lan Lam - Member of the Provincial Party Committee Standing Committee, Party Secretary, Director of the Provincial Police Department said: After 10 years of implementing Directive No. 05-CT/TW dated May 15, 2016 of the Politburo on "Promoting studying and following Ho Chi Minh's ideology, morality and lifestyle" and 2 years of implementing Regulation No. 09-QD/DUCA dated May 19, 2023 of the Central Public Security Party Committee on the regime of studying and implementing the 6 teachings of Uncle Ho to the People's Public Security, most cadres, soldiers and party members in the entire Party Committee have become more aware and serious in preserving honor, self-respect, promoting the sense of responsibility for work and the sense of serving the people; Actively fight against signs of degradation and negativity, create more typical and advanced collectives and individuals who demonstrate humanism, dedication to work, willingness to accept difficulties and hardships, bravely sacrifice, and protect the peaceful and happy life of the people.

"The conference is an opportunity to look back at the achievements, frankly assess the remaining shortcomings and limitations, deeply analyze the causes, especially subjective causes, and from there propose measures to overcome and further improve the quality and effectiveness of studying and following Uncle Ho in the coming time," said Major General Rah Lan Lam.

In recent years, in order to deepen the study and follow of Ho Chi Minh's ideology, morality and style, the Party Committee and leaders of the Provincial Police have directed the development and implementation of Plan No. 15-KH/DU dated July 26, 2016, which identifies 3 requirements and 7 groups of tasks and solutions; identifies 5 contents, 23 key breakthrough tasks for each year to be deployed to the Police of units and localities. The implementation of Directive No. 05-CT/TW is associated with the implementation of regulations, movements, campaigns, especially the emulation movements "For national security", "Studying and implementing the 6 teachings of Uncle Ho"; the campaign "Building the style of a brave, humane People's Police soldier, serving the people".

The Party Committee and leaders of the Provincial Police selected 4 pilot units, including: Chu Se District Police, the Department of Administrative Management of Social Order (Provincial Police), Phu Dong Ward Police (Pleiku City) and Patrol and Control Team 2-19 (Traffic Police Department, Provincial Police). Up to now, the Provincial Police have deployed and built over 100 models and good practices in 143 units and localities, including a number of outstanding and highly appreciated models such as: "Returning to faith, keeping peace in villages and hamlets", "Sunday back to the village", "Artistic team to propagate and disseminate the law at the grassroots level", "4-on-the-spot citizen identification cards", practicing "Saving, following Uncle Ho"...

At the conference, delegates interacted with typical examples in studying and following Ho Chi Minh's ideology, morality and style in Gia Lai Provincial Police, including: Senior Lieutenant Colonel Le Tien Long - Head of Criminal Techniques Department, Gia Lai Provincial Police; Lieutenant Colonel Mai Anh Tuan - Head of Dien Hong Ward Police, Pleiku City and Major Tran Xuan Hoang - Head of Ia Rsươm Commune Police, Krong Pa District. Through that, it contributed to spreading good practices, meaningful actions, and practical work from each officer and soldier in Gia Lai Provincial Police, people who are always devoted to "serving the Fatherland and serving the People".

Concluding the conference, Major General Rah Lan Lam - Member of the Provincial Party Standing Committee, Party Secretary, Director of the Provincial Police Department emphasized: Studying and following Ho Chi Minh's ideology, morality and style in the coming period must be more closely linked to the practical tasks of each individual and each unit; learning from Uncle Ho not only in words but also in the spirit of "thinking together", "doing together", "taking responsibility together"; a steadfast will and determination with the goal of "People's Police being exemplary, leading the way, confidently entering the new era".

“I propose to further promote the exemplary and pioneering role of key cadres and heads of units in studying and following Ho Chi Minh's ideology, morality and style; how to make each cadre and soldier deeply imbued with and well implement the 6 teachings of Uncle Ho to the People's Public Security, respect honor and integrity, because honor is the most sacred and noble thing. Resolutely and effectively carry out the work of ensuring national security, maintaining social order and safety, and digital transformation.

Continue to innovate methods and forms of propaganda and education in a multi-dimensional, multi-faceted, and in-depth manner; commend and promote typical collectives and individuals, examples of "good people, good deeds" according to the motto "using beauty to eliminate ugliness", "using positivity to repel negativity". Resolutely and strictly handle cadres, soldiers, and party members who violate, are corrupt, negative, "self-evolve", "self-transform", speak and act against the Party's viewpoints, guidelines, and resolutions, affecting the prestige of the People's Public Security force".

On this occasion, the Provincial Police Director awarded certificates of merit to 4 collectives and 19 individuals with outstanding achievements in studying and following Ho Chi Minh's ideology, morality and style in 2025; at the same time, awarded certificates of merit to 1 collective and 6 individuals with outstanding achievements in summarizing 10 years of implementing Directive No. 05-CT/TW of the Politburo and summarizing the implementation of Regulation No. 09-QD/DUCA of the Central Public Security Party Committee in 2025.
