This afternoon, June 22, Prime Minister Pham Minh Chinh chaired the National Conference to review the National Target Program (NTPP) on new rural construction, the NTPP on sustainable poverty reduction, the Movement "The whole country joins hands to build new rural areas", the Movement "For the poor - No one is left behind" for the period 2021-2025. The conference took place at the main bridge point of the Government headquarters, connecting to the headquarters of the People's Committees of provinces and centrally run cities. People's living conditions have improved significantly.

Speaking at the opening of the conference, Prime Minister Pham Minh Chinh said that in recent times, the new rural area construction program has had 79% of communes meeting the new rural area standards, 51% of district-level units recognized as meeting the standards or completing the task of building new rural areas; 12 provinces and cities have been recognized by the Prime Minister as completing the task of building new rural areas.

However, there are still many areas with a poverty rate of over 50%. Besides the positive emulation movements, the emulation and reward work also has shortcomings such as not discovering and rewarding in a timely manner typical examples, many individuals and organizations with many contributions...

Reporting at the conference, Minister of Agriculture and Environment Do Duc Duy said that the results of implementing the two National Target Programs continued to affirm the correct policies of the Party and State, received high consensus from the people, and promoted the development of ecological agriculture, modern countryside, and civilized farmers.

People's living conditions have improved significantly, especially in disadvantaged areas. Rural infrastructure has developed synchronously. Essential services have been expanded. The poverty rate has decreased rapidly. The economic and labor structures have shifted positively, contributing to narrowing the development gap and regional disparities.

The movements "The whole country joins hands to build new rural areas", "For the poor - No one is left behind", the campaign "The whole people build new rural areas, civilized urban areas"... have a strong and widespread influence in the entire political system and all classes of people, strongly promoting the role of the people in building new rural areas and sustainable poverty reduction. In particular, millions of households have voluntarily donated more than 98.2 million square meters of land, contributing tens of thousands of billions of VND and working days to build new rural areas.

Regarding the program orientation for the 2026-2035 period, Minister Do Duc Duy stated the goal: Building a modern, comprehensive, sustainable new rural area that is adaptable to climate change.

Promote rural economic development by promoting the application of science, technology, innovation and digital transformation; improve income, quality of life and access to essential services for rural people, gradually approaching urban living standards.

Building green, clean, beautiful, safe countryside with strong cultural identity; ensuring social security, rapid and sustainable poverty reduction; maintaining national defense, security, social order and safety; forming civilized, humane, cohesive and happy rural communities.

By 2030, strive for the average income per capita in rural areas to increase at least 2.5 times compared to 2020; there will be no more poor households according to the multidimensional poverty standard for the period 2022-2025; maintain a reduction in the average multidimensional poverty rate from 1% to 1.5%/year, and poor communes to reduce by at least 3%/year.

By 2030, the whole country will have at least 80% of communes meeting the new rural standards; of which at least 35% will be advanced new rural communes, and at least 10% will be modern new rural communes. The whole country will no longer have communes with less than 15 new rural criteria. There will be about 6-8 provincial-level units recognized for completing the new rural construction target, of which 2-3 provincial-level units will be recognized for completing the modern new rural construction target.

By 2035, the average income per capita in rural areas will increase at least 1.6 times compared to 2030; the national multidimensional poverty rate will decrease to less than 1%. At least 90% of communes nationwide will meet the new rural standards; 50% of communes will meet the advanced new rural standards; 25% of communes will meet the modern new rural standards. About 12-14 provincial units will be recognized for completing the new rural construction target, of which 50% of provincial units will be recognized for completing the modern new rural construction target.

Determined to build ecological agriculture, modern countryside, civilized farmers

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that practice shows that the development and implementation of Resolution 26-NQ/TW on agriculture, farmers and rural areas is correct, appropriate, and effective, bringing about very positive results.

Specifically, contributing to restructuring and developing the country's economy in a fast and sustainable manner; infrastructure of transport, irrigation, health, culture, education, electricity - roads - schools - stations, rural appearance, material and spiritual life of rural people are comprehensively improved. Vietnam has become a world model in implementing the millennium goals, including poverty reduction, rural development, and clean water supply.

Regarding the orientation for the coming time, the Prime Minister stated that it is necessary to continue implementing emulation programs and movements, persistently and steadfastly to achieve the goal of building ecological agriculture, modern countryside, and civilized farmers as set out in the Resolution of the 13th National Party Congress and the goal of comprehensive, inclusive and sustainable poverty reduction.

To achieve the set goals, the Prime Minister emphasized that the entire political system needs to focus on implementing "4 pushes": First, push to perfect institutions to serve farmers as the center and subject, agriculture as the driving force, and rural areas as the foundation of development.

Second, promote the development of strategic infrastructure for agriculture, farmers and rural areas.

Third, promote the building and development of human factors.

Fourth, promote the diversification of agricultural products to suit the needs and enjoyment of Vietnamese people and world consumers; diversify the agricultural supply chain; and diversify agricultural export markets.

For farmers, the Prime Minister proposed implementing "3 pioneering": Pioneering in escaping poverty and competing to get rich from hands, minds, land, sky, and sea; pioneering in building civilized farmers; pioneering in green, sustainable production, digital transformation, and especially implementing the digital literacy movement, building a digital economy, digital government, digital society, and digital citizens.

Assigning specific tasks to ministries, branches and levels, the Prime Minister requested to focus on urgently building the National Target Programs on New Rural Construction and Sustainable Poverty Reduction for the 2026-2035 period in an integrated direction; mobilizing the entire political system to participate with high determination, great efforts, drastic actions, and clear assignment of 6 tasks: clear people, clear work, clear time, clear responsibility, clear products, clear authority.
