The Standing Committees of provincial and centrally-affiliated city Party Committees are resolutely implementing the restructuring of internal departments within agencies, units, and organizations under their leadership and management to ensure a streamlined organizational structure.
On December 5th, Mr. Le Minh Hung, Member of the Political Bureau , Secretary of the Central Committee of the Party, Head of the Central Organization Department and Deputy Head of the Standing Committee of the Central Steering Committee for summarizing Resolution No. 18-NQ/TW of the 12th Central Committee of the Party on "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient" signed and issued Document No. 22-CV/BCĐ on the implementation of tasks to summarize Resolution No. 18.
Official document No. 22-CV/BCĐ sent to provincial and city Party committees directly under the Central Committee clearly states:
The 13th Central Committee Conference of the Communist Party of Vietnam issued Resolution No. 56-NQ/TW on November 25, 2024, affirming the highest political determination in implementing and summarizing Resolution 18 and basically agreeing on a number of guiding contents and suggestions from the Politburo for Party committees, Party organizations, agencies, and units directly under the Central Committee to study and propose arrangements and improvements to streamline the organizational structure of the political system for effective and efficient operation.
Following the directives of General Secretary To Lam regarding the timing of the Central Committee meeting (expected mid-February 2025) and the extraordinary National Assembly session (expected late February 2025); to ensure sufficient time for organizing Party congresses at all levels leading up to the 14th National Congress of the Party, the Steering Committee requests that Party committees, organizations, agencies, units, and localities focus on leading and directing the immediate implementation of organizational restructuring with the following specific tasks:
The Standing Committees of provincial and centrally-affiliated city Party Committees will focus on leading and directing the reorganization of internal structures within agencies, units, and organizations under their leadership and management to ensure a streamlined organizational structure that is appropriate to the situation and characteristics of each agency, unit, and locality (to be implemented starting from December 2024).
Review and develop plans for streamlining organizational structures, staffing, and the placement of officials, civil servants, and employees in agencies, units, and organizations within the scope of leadership and management, in accordance with the suggestions and guidelines of the Politburo.
Research and develop a plan to terminate the activities of provincial-level Party groups and Party committees; establish Party committees for provincial-level Party, mass organization, People's Council, and judicial agencies (simultaneously, establish Party committees/branches of the People's Council, People's Court, and People's Procuracy at the provincial level, directly under the Party committees of provincial-level Party, mass organization, People's Council, and judicial agencies); provincial-level government Party committees; and personnel participating in the executive committees, standing committees, secretaries, and deputy secretaries of Party committees (branches) in agencies, units, and organizations currently having Party groups and Party committees according to their authority.
Establish Party Committees for Party organizations, mass organizations, people's councils, and judicial bodies at the provincial level, directly under the provincial Party Committee. This includes Party organizations within advisory and support agencies, and public service units of the Party Committee, people's council, Fatherland Front, political and social organizations, people's procuratorates, people's courts, and mass organizations at the provincial level assigned tasks by the Party and the State.
The Party Committee of provincial-level Party, mass organization, People's Council, and judicial agencies consists of: the Executive Committee, the Standing Committee, the Secretary, and the Deputy Secretary of the Party Committee. The Standing Deputy Secretary of the provincial-level Party Committee serves as the Secretary, and one member of the Standing Committee of the provincial-level Party Committee serves as the Deputy Secretary; one full-time Deputy Secretary of the Party Committee may also be appointed. The Chairman of the People's Council is a full-time member (in places where the Chairman of the People's Council holds a concurrent position, the Standing Deputy Chairman of the People's Council also serves). The heads of provincial-level Party committees and the Chairman of the Fatherland Front participate in the Standing Committee of the Party Committee. The Secretariat of the Central Committee stipulates the functions, tasks, organizational structure, and working relationships of the Party Committee of provincial-level Party, mass organization, People's Council, and judicial agencies. The Standing Committee of the provincial-level Party Committee appoints the personnel for the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of provincial-level Party, mass organization, People's Council, and judicial agencies for the 2020-2025 term.
The Party Committee of the Party, mass organizations, people's council, and judicial agencies at the provincial level is expected to have four specialized advisory and support agencies located within the provincial Party committee, including: the Organization Department, the Inspection Committee, the Propaganda and Mass Mobilization Department, and the Office.
Party committees (branches) of the Fatherland Front, political-social organizations, and mass organizations assigned tasks at the provincial level by the Party and State (currently with Party groups), include: executive committee, standing committee of the Party committee (branch committee), secretary, and deputy secretary. The secretary of the Party committee (branch committee) is the secretary (chairman) of the aforementioned organizations; one deputy secretary (deputy chairman) is the deputy secretary of the Party committee (branch committee); the deputy secretaries (deputy chairmen) and the heads of departments (offices) responsible for advising on organizational and personnel matters of the aforementioned organizations participate in the standing committee and executive committee.
The Party Committee (or Party Branch) of the Provincial People's Council consists of: the executive committee, the standing committee of the Party Committee (or Party Branch), the secretary, and the deputy secretary. The secretary of the Party Committee (or Party Branch) is the full-time chairman of the People's Council (in places where the chairman of the People's Council holds a dual role, the permanent vice-chairman of the People's Council is also the secretary); one vice-chairman is the deputy secretary of the Party Committee (or Party Branch); the heads of the committees and the chief of the People's Council's office participate in the standing committee and the executive committee.
The Party Committee of the People's Court and People's Procuracy at the provincial level consists of: the executive committee, the standing committee of the Party Committee, the secretary, and the deputy secretary. The secretary of the Party Committee is the chief judge (prosecutor); one deputy chief judge (deputy procurator) is the deputy secretary of the Party Committee; the deputy chief judges (deputy procurators) and the heads of departments responsible for advising on organizational and personnel matters of the aforementioned organizations participate in the standing committee and executive committee.
The Standing Committee of the provincial Party Committee gives its approval before the subordinate Party Committee appoints the executive committee, standing committee, secretary, and deputy secretary of the Party committees (branches) in the aforementioned agencies, units, and organizations.
The Secretariat of the Central Committee stipulates that the Party Committee (or Party Branch) shall perform the functions and duties of the Party Committee (or Party Branch) and of the Party Group and Party Committee of the aforementioned organizations today.
The provincial-level Party Committee of the government will be established under the provincial-level Party Committee, comprising Party organizations in specialized agencies and public service units under the provincial People's Committee, and some state-owned enterprises (depending on the scale and importance of the enterprise's Party committee) (the remaining enterprises will be transferred to the district-level Party Committee). In addition to the functions and duties of a Party committee under the provincial-level Party Committee, the provincial-level Party Committee of the government will also include the functions and duties of the Party Committee of the agencies, units, and enterprises as currently; it will provide comprehensive leadership and direction for the activities of the provincial People's Committee and its subordinate Party committees; it is proposed to transfer some Party work tasks of the provincial-level Party Committee of the government to the Party committees of agencies, units, and enterprises (at the grassroots level), while some tasks will be carried out by the Party committees of the provincial-level Party Committee.
The provincial-level Party Committee of the government consists of the executive committee, the standing committee, the secretary, and the deputy secretary. The chairman of the provincial People's Committee serves as the secretary; one member of the provincial Party Standing Committee and the vice chairman of the provincial People's Committee serves as the deputy secretary, and one full-time deputy secretary may be appointed; the vice chairmen and some members of the provincial People's Committee participate in the Party Standing Committee; the provincial Party Standing Committee appoints the personnel for the executive committee, standing committee, secretary, and deputy secretary of the provincial-level Party Committee of the government for the 2020-2025 term; the Secretariat stipulates that the standing committee performs the functions and duties of the current Party Committee of the provincial People's Committee.
The provincial-level Party Committee and government are expected to have four specialized advisory and support agencies located within the provincial People's Committee, including: the Organization Department, the Inspection Committee, the Propaganda and Mass Mobilization Department, and the Office (the provincial-level military, police, and border guard Party Committees, which are directly under the provincial-level Party Committee, will remain as they are currently).
The merger and dissolution of some steering committees of provincial and district-level Party committees, and district-level Party committees (if any); and specialized agencies under the provincial and district-level People's Committees shall be carried out in accordance with the regulations of the Party and the State and the practical situation of the locality, ensuring concrete and effective results.
Review and amend regulations on functions, tasks, and organizational structure; arrange, assign, and transfer personnel; and prepare well for the Party congresses at all levels.
The following contents are included after resolutions (conclusions) of the Central Committee, the Politburo, and regulations of the Politburo and the Secretariat:
Implement the merger and dissolution of some committees and agencies of provincial and district-level Party committees in accordance with Party regulations. Continue to review, supplement, and amend regulations on functions, tasks, and organizational structure; arrange, assign, and transfer personnel… ensuring the conditions for holding Party congresses at all levels.
Issuing decisions to terminate the activities of provincial-level Party committees and Party leadership boards; establishing Party committees after receiving directives from the Central Committee; appointing executive committees, standing committees, secretaries, and deputy secretaries of Party committees: Party committees of Party and mass organizations, people's councils, judicial bodies, and provincial-level government Party committees for the 2020-2025 term.
Issuing decisions on the functions, tasks, organizational structure, working relationships, and working regulations of the Party committees of Party organizations, mass organizations, people's councils, and judicial bodies at the provincial level, as well as the Party committees of provincial governments, after the Secretariat of the Central Committee issues the Regulations.
Implementation
Party committees, party organizations, agencies, and units, especially their leaders, must focus on directing and urgently and decisively implementing tasks to ensure that agencies, units, and organizations from the provincial and city levels down to the grassroots operate smoothly, effectively, and efficiently after the restructuring, without interruption of work, without leaving any areas or fields vacant, and without affecting the normal activities of agencies, units, organizations, and society.
Assign specific responsibilities for implementing tasks related to the restructuring, dissolution, and merger of agencies and units according to the plan and schedule; periodically report on the progress of tasks and projects to the Steering Committee (through the Central Organization Department) before 3 PM every Friday.
In addition to the tasks mentioned above, based on the actual situation, the Politburo, the Secretariat, and the Steering Committee may add or adjust some tasks and implementation timelines accordingly.
