The conference was chaired by comrades: Thai Dai Ngoc - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Rah Lan Chung - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Pham Anh Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Chau Ngoc Tuan - Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Ngoc Luong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee.

The conference was held in both in-person and online formats, connecting to the second base in the west of the province in Pleiku ward.

Speaking at the opening of the Conference, Provincial Party Secretary Thai Dai Ngoc emphasized: In 2025, in the context of many fluctuations in the world and domestic situation, especially natural disasters, storms and floods with unusual developments at the end of the year; however, Party committees, authorities, agencies and units in the province have made efforts, focused on thoroughly grasping and drastically implementing the resolutions and conclusions of the Central Committee and the Provincial Party Committee and have achieved important results.

The province's economy continued to maintain growth momentum, with gross regional domestic product (GRDP) estimated to increase by 7.2%; GRDP per capita estimated at VND85.05 million; budget revenue and export turnover exceeding the assigned plan.

Investment attraction, especially foreign direct investment, has become a bright spot in the province's economic picture, with 172 projects with a total registered capital of VND157,050 billion; of which, there are 153 domestic investment projects with a total registered capital of VND121,306 billion and 16 projects with foreign direct investment (FDI), with a total investment capital of VND35,683 billion (equivalent to USD1.427 billion).

At the same time, there were 3,000 newly established enterprises, with a total registered capital of VND27,000 billion, an increase of 38% in the number of enterprises and 37% in capital over the same period.

Culture and society continue to receive attention; national defense and security are strengthened, social order is maintained; the merger of Binh Dinh and Gia Lai provinces has been completed; Party Congresses at all levels and the 1st Gia Lai Provincial Party Congress, term 2025-2030, have been successfully organized.

However, Provincial Party Secretary Thai Dai Ngoc also acknowledged: Although the province's economic growth has reached a fairly high rate, it has not yet met the plan and expectations, partly due to the serious impact of natural disasters. Small-scale agricultural production still accounts for a large proportion; management of natural resources, minerals, and environmental protection in some localities is not strict; tourism products are not diverse.

Security and order, drug crimes, and traffic accidents in some areas remain complicated; Party building and the political system sometimes and in some places fail to meet requirements...

In order for the conference to be truly high-quality and effective, to focus on collective intelligence and promote the responsibility of each member of the Provincial Party Executive Committee, the Provincial Party Secretary suggested and requested delegates to focus on discussing key groups of issues according to the program.

Firstly, on the basis of the draft Report on the results of implementing political tasks in 2025, directions and tasks in 2026, focus on discussing, supplementing and agreeing on fundamental and breakthrough solutions to help local governments at two levels operate smoothly, effectively, efficiently and effectively, serving the needs of people and businesses well; contributing to promoting economic growth, with the determination to complete and exceed all targets and tasks set for 2026, especially the target of growth rate of gross local product.

Second, continue to discuss and propose mechanisms, policies and measures to overcome difficulties, limitations, remove bottlenecks, clear and mobilize all resources to effectively implement the Action Program of the Provincial Party Executive Committee to implement the Resolution of the 1st Provincial Party Congress, term 2025-2030.

Third, focus on researching, commenting and reviewing the full-term working program of the first Provincial Party Executive Committee, term 2025-2030. The draft program has been discussed, commented on, thoroughly, responsibly, accepted and completed by the Provincial Party Standing Committee before being submitted to the Executive Committee.

The Provincial Party Secretary requested delegates to study and contribute ideas so that the full-term working program of the Provincial Party Executive Committee, after being approved, will be practically implemented, in accordance with the actual conditions of the Provincial Party Committee.
