Vice Chairwoman of the Provincial People's Committee Phung Thi Kim Nga delivered a concluding speech at the conference.
According to the Plan for developing industrial clusters (ICs) for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, there are 140 ICs in the province; of which 130 ICs are planned with an area of 6,496.21 hectares, 10 ICs are identified in the integrated plan of the old Phu Tho province with a vision to 2050 with an area of 750 hectares.

Regarding the plan to adjust the planning of industrial clusters, delegates pointed out the shortcomings and limitations and pointed out the contents that are no longer suitable and need to be adjusted. Accordingly, the selection and development of industrial clusters in the province needs to limit the use of high-yield agricultural land and land in raw material areas that are effective for the processing industry, in order to ensure the stability of agricultural land funds; promote the development of industrial clusters in localities with many advantages. The reasonable distribution of industrial clusters ensures development with stable social life and residents, while creating motivation and gradually promoting the process of industrialization and modernization of agriculture and rural areas.

Delegates said that the adjustment also needs to diversify investment forms, mobilize comprehensive resources to promote infrastructure development and link with the province's dynamic regions and economic development corridors. The adjusted and supplemented industrial zones need to ensure criteria such as favorable traffic, electricity, water connections, and especially minimize locations with residential areas...
The goal is to develop industrial clusters in a green - circular - ecological - high-tech direction, linked to economic corridors and dynamic urban areas, based on the characteristics and strengths of each locality. By 2030, strive for an industrial GRDP growth rate of 12%/year; the proportion of industry in GRDP of 41.5%; 100% of industrial clusters in operation have centralized wastewater treatment systems, recycling 50% of industrial waste.
At the conference, the Department of Industry and Trade proposed to maintain 93 industrial parks that have been identified for planning, the total land use demand and planning of industrial parks for the entire planning period is 5,254.32 hectares. Add 17 new industrial parks and 1 craft village industrial park with a total area of 1,021.8 hectares. The Department also proposed to adjust 32 industrial parks in the list of industrial parks that have been identified for planning, the total area for implementation in the 2021-2030 period is 1,281.11 hectares, the 2031-2050 period is 427.64 hectares, the land use demand for the entire planning period is 1,708.75 hectares.
In particular, 15 industrial parks were proposed to be withdrawn from the planning with a total area of 778.1 hectares, for reasons such as: Difficulty in site clearance, located in existing residential areas, small area with no possibility of expanding to 40 hectares, no connection with infrastructure outside the industrial park fence, near tourist areas...
After adjusting the industrial park development plan of the three provinces before the merger, by 2050, 143 industrial parks will be developed in the province, with a total area of 7,999.87 hectares. Of which, in the 2021-2030 period, 133 industrial parks will be developed, with a total area of 7,269.23 hectares; in the 2031-2050 period, 10 industrial parks will be developed, with an area of 730.64 hectares.

The Department of Industry and Trade also reported on the progress of infrastructure construction projects for industrial parks established in the province. Accordingly, 67 industrial parks have been established, reaching 51.53% of the planned number, with a total area of 3,075.54 hectares. Of which, 35 industrial parks have been put into operation (1,521 hectares), attracting 930 secondary projects, creating jobs for more than 37,000 workers, with an average income of 7.3 million VND/person/month.
The average industrial land occupancy rate is about 53%. Currently, only 15/35 operating industrial parks have centralized wastewater treatment plants that meet standards, 14 industrial parks have completed basic technical infrastructure, 8 industrial parks are under construction, 15 industrial parks are carrying out site clearance and related procedures...
Commenting on the plan to adjust the planning of industrial parks in the province, Vice Chairwoman of the Provincial People's Committee Phung Thi Kim Nga requested the Department of Industry and Trade to fully absorb the opinions of relevant departments and branches to complete the planning, ensuring consistency with the general planning and new development space of the province. Regarding the regulation on minimum area for each industrial park, it must be convincing, public and transparent.
Regarding the proposed additional industrial parks, the Vice Chairman of the Provincial People's Committee requested the Department of Industry and Trade to continue reviewing and working specifically with localities, clearly explaining the reasons and necessity, ensuring compliance with the law and in accordance with the province's general planning.
The Vice Chairman of the Provincial People's Committee also requested that the planning adjustment must aim at forming industrial parks with regional connectivity, synchronous infrastructure, developing according to the green - circular - ecological - high-tech model; linked with economic corridors, dynamic urban areas and promoting the strengths of each locality, creating a driving force for sustainable growth for the whole province.
Regarding the progress of implementing a number of industrial parks, the Vice Chairman of the Provincial People's Committee requested: For newly established industrial parks, priority should be given to selecting investors with financial capacity and experience in attracting investment, and at the same time, there must be a commitment and a clear implementation roadmap when the policy is approved.
The comrade assigned the Department of Industry and Trade to study and advise the Provincial People's Committee to establish a Council and a Working Group before December 15 to remove difficulties and obstacles in the process of implementing industrial zones, speeding up the progress of compensation, support and resettlement. For the People's Committees of communes and wards, strengthen propaganda and mobilization work for the people, closely coordinate in the counting and site clearance of projects.
