The topic that the Conference discussed a lot was technology that greatly affects activities and lives, the way we interact and operate today. (To be continued) 11:36: Delegate Luu Ba Mac (Vietnam National Assembly Delegation) gave an introductory speech on achievements, policies and solutions to promote digital transformation. Speaking at the discussion session on digital transformation, delegate Luu Ba Mac said that today, every country, organization or individual must strive to transform, seize opportunities, and overcome challenges if they do not want to be left behind. Digital transformation helps change the way the economy operates, dramatically increase labor productivity, create new driving forces for economic growth; help state agencies operate more transparently and effectively, and help narrow the development gap. Referring to a number of issues related to digital transformation that have been affecting the socio-economic development of each country, delegate Luu Ba Mac said that the digital transformation process is taking place in countries at different levels, showing that the most important fundamental factor for the digital transformation process is to perfect institutions and policies to promote digital transformation, ensure inclusiveness and sustainable development, and focus on people, including promoting digital infrastructure, digital ecosystems, and effective solutions to link digital transformation with sustainable development and leave no one behind. Second, to accelerate the digital transformation process, it is necessary to identify the construction and promotion of national digital platforms as a breakthrough solution. Digital platforms are the "soft infrastructure" of digital space, solving specific problems of digital transformation, creating and storing user data; the more users, the more data, the cheaper the cost, the greater the value created. Delegate Luu Ba Mac said that the success and effectiveness of the digital transformation process requires raising awareness and digital skills for people, especially for people in remote areas. In addition, the digital transformation process raises discussions about national sovereignty in cyberspace. In the real world, respect for national sovereignty is a fundamental principle recognized in the international legal system. Due to the cross-border nature of cyberspace, ensuring national sovereignty in cyberspace is a new and complex issue. Therefore, the synchronous implementation of solutions will contribute to protecting the digital sovereignty of countries. Ensuring sovereignty in cyberspace requires cooperation and coordination of countries in the region and the international community to bring about a safe, healthy and sustainable cyber environment. Delegate Luu Ba Mac emphasized that digital transformation in parliamentary activities is also inseparable from the general trend of digital transformation in all fields. Promoting the application of information technology in the activities of the National Assembly is considered a regular task to support and enhance the activities of the National Assembly, build and develop digital platforms and digital tools to comprehensively support parliamentary activities, and enhance and raise awareness of parliamentarians about the benefits and impacts of new technologies on all aspects of life: economic, political , and social. 11:30: Ms. Cynthia Lopez Castro, Mexican Congresswoman, Chairwoman of the IPU Women Parliamentarians Forum Speaking at the Discussion Session, Ms. Cynthia Lopez Castro thanked the members of the Inter- Parliamentary Union for supporting young parliamentarians in their missions. Regarding digital transformation and the major challenges the world is facing, Ms. Cynthia Lopez Castro said that there is currently no universal access to the internet globally, which requires global access to the internet. Ms. Cynthia Lopez Castro said that in Mexico, there is the Olympia law, which originated from the dissemination of videos with sexual content without permission - this is an act of violence on the internet but is not regulated in the Constitution. Therefore, we have successfully included it in the Constitution and considered it a criminal offense, violating personal privacy. This law has also been replicated in many states in Mexico and some countries. Ms. Cynthia Lopez Castro is proud that these efforts have been recognized and hopes that these efforts will be implemented by other countries to prevent and protect women in the present and the future. Currently, Mexico has a female parliamentarian ratio of up to 50%, the Chief Justice of the Supreme People's Court is a woman, and the President of the National Assembly is a woman. At this conference, Ms. Cynthia Lopez Castro hopes that parliaments will work together to support the implementation of similar laws to prevent acts of violence against women online. 11:26: Chairman of the IPU Young Parliamentarians Forum Dan Carden gives his opening speech Chairman of the IPU Young Parliamentarians Forum Dan Carden said that currently, young people account for 50% of the world's population, but only 2.8% of parliamentarians in national parliaments are under 30 years old. Through the sharing of speakers at the Conference, it can be seen that young people are currently pioneers in many fields such as economic industry... with dynamic, flexible and effective contributions. According to Chairman of the IPU Young Parliamentarians Forum Dan Carden, the way young people see the world and perceive issues is different from other generations, but no matter who they are, they must be responsible to keep up with changes and must find solutions to adapt to changes, especially in parliamentary activities. Faced with the fact that some parliaments are not well connected with young people, Chairman of the IPU Young Parliamentarians Forum Dan Carden said that if young people do not have the opportunity to express their opinions, parliaments will become increasingly distant from the people. Therefore, improving institutional capacity and creating opportunities for young people to have their say will help parliaments connect closely with communities and people. Chairman of the IPU Young Parliamentarians Forum Dan Carden pointed out that today, many challenges are being faced related to technology such as fake news, social division, political division... or recent events have shown the need to raise general awareness about using technology more effectively to address challenges in society and help legislative bodies make the right decisions for development. 11:21: Mr. Lord Fakafanua, President of the Tonga Legislative Assembly, Member of the IPU Young Parliamentarians' Forum Executive Board, delivered the opening speech. Mr. Lord Fakafanua, President of the Tonga Legislative Assembly, Member of the IPU Young Parliamentarians' Forum Executive Board, thanked the President of the National Assembly of Vietnam, the President of the IPU, the President of the Young Parliamentarians' Forum, the IPU Secretary General and the President of the Vietnam Young Parliamentarians' Group for their speeches at the opening session of the Conference. Expressing his honor to chair the first session of the Conference, Mr. Lord Fakafanua said that in the next two days, we have the opportunity to explore actions that allow us to use digital technology and innovation to promote the implementation of the Sustainable Development Goals. Since the adoption of the Hanoi Declaration here eight years ago, there has been significant progress in the way parliaments support the implementation of the Sustainable Development Goals, said Lord Fakafanua. However, difficult challenges remain. Now, our first session will look at how to harness Digital Transformation to advance the implementation of the Sustainable Development Goals.
