What does Da Nang City do to avoid violations in the auction of 44 public houses and lands?

On April 14, Mr. Nguyen Van Phung, Director of the Department of Finance of Da Nang City, informed that recently, the People's Committee of Da Nang City reviewed and recovered 44 houses and lands of agencies, organizations and units due to surplus and no longer needed after rearrangement.

“The People’s Committee of Da Nang City will implement the auction method, so there will be no cases of violating regulations like before. That is, using real estate facilities, transferring them for the wrong purpose and not in accordance with the auction law.

The City will assign the land fund exploitation center to conduct the auction of these public real estate facilities. Before organizing the auction, a consulting unit will be hired to determine all the values of the houses and land use values,” said Mr. Phung.

This person further emphasized: "Thus, the City will handle the matter in the form of auction instead of transferring use as before, so there will be no violations as before."

Previously, at the end of March, the People's Committee of Da Nang City decided to reclaim 44 houses and lands of agencies, organizations and units due to surplus and no longer needed after rearrangement to hand over to the Center for Management and Exploitation of Houses for management, to organize the sale of assets on land, and transfer of land use rights in the form of auctions...

The current usage status of these 44 houses and lands are all vacant houses and lands with a total recovered land area of 30,891.6m2 and a total house area of 14,666.8m2.

Of which, there is 1 real estate facility in Hai Chau district, 2 real estate facilities in Thanh Khe district, 2 real estate facilities in Son Tra district, 2 real estate facilities in Lien Chieu district and 37 real estate facilities in Hoa Vang district.

The People's Committee of Da Nang City assigned the Department of Finance to preside over and coordinate with the agencies, organizations and units that are managing the above 44 houses and land facilities to organize the handover and receipt of the houses and land facilities. Immediately after receiving, hand them over to the Center for Management and Exploitation of Houses for management.

Agencies, organizations and units managing recovered houses and land are responsible for coordinating with the Department of Finance to organize the handover of recovered houses and land according to regulations.

At the same time, record asset reductions in accounting books in accordance with accounting regulations; update the state asset management software at the unit and report asset fluctuations in accordance with the provisions of Article 126 and Article 127 of Decree 151/2017/ND-CP of the Government and laws on management and use of public assets.

The People's Committee of Da Nang City assigned the Center for Housing Management and Exploitation to receive and manage the above 44 houses and lands according to the prescribed purposes; establish procedures for selling assets on land, transferring land use rights, send them to the Department of Finance for appraisal, and submit them to the City for approval.
