The Ho Chi Minh City Department of Transport and Public Works has just sent an urgent dispatch to the Department of Construction of Binh Duong province and the Department of Construction of Dong Nai province regarding the investment in the construction of metro lines connecting metro line No. 1 (Ben Thanh - Suoi Tien).
Master plan for metro lines connecting metro line 1
Accordingly, the Ho Chi Minh City Department of Transport and Public Works said that it has drafted a decision of the Ho Chi Minh City People's Committee on establishing an interdisciplinary working group to promote investment in the urban railway line through Binh Duong and Dong Nai provinces to connect with metro line 1.
Therefore, the Department proposed that the Department of Construction of the two provinces study, give comments, and send personnel to participate in the working group, including leaders of the Department of Construction, Department of Finance and representatives of relevant local departments.
To have a basis for developing a master plan, the Ho Chi Minh City Department of Transport also requested the Department of Construction of Binh Duong and Dong Nai provinces to provide information on the investment implementation plan for urban railway lines in each locality to connect to metro line 1.
It is necessary to determine the main milestones of the project such as establishing and appraising the pre-feasibility study report, deciding on the investment policy; establishing and appraising the feasibility study report, deciding on the investment; progress of starting construction, completing and putting the project into operation...
The two departments will respond in writing and send it to the Ho Chi Minh City Department of Transport and Public Works before April 10 for synthesis and submission to the Ho Chi Minh City People's Committee to coordinate with the People's Committees of Binh Duong and Dong Nai provinces to sign and issue a master plan. This plan will be an important basis for the departments, branches and units of the three localities to coordinate in implementing investment in urban railway lines connecting metro line No. 1 in the coming time.
How big is the metro connecting Binh Duong and Dong Nai?
After many years of waiting by the people, the metro line from Binh Duong and Dong Nai connecting to metro line 1 has been outlined by the two localities through a pre-feasibility study report.
According to the pre-feasibility study report of the new city metro project - Suoi Tien established by Binh Duong province, the route starts at station S1 (center of Binh Duong new city) in Hoa Phu ward, Thu Dau Mot city. The end point is Suoi Tien bus station (metro line No. 1, Ho Chi Minh City) in Binh Thang ward, Di An city, Binh Duong.
The total length of the route is about 32.43km, passing through 4 cities: Tan Uyen, Thu Dau Mot, Thuan An and Di An. Based on the economic scale of the locality and the world's experience, Binh Duong province chose the option of allocating 64,370 billion VND from the budget to implement the project.
To mobilize capital and speed up the project, Binh Duong province plans to propose special mechanisms and policies for implementation. Of these, 25 policies are under the decision-making authority of the National Assembly and 3 policies are under the authority of the Government.
Meanwhile, Dong Nai province is also hiring a consultant to prepare an investment study report for the metro line connecting to metro line 1. According to the consultant's proposal, the length of this section is nearly 21km. The starting point is after Suoi Tien bus station of metro line 1 in Ho Chi Minh City, the ending point is at the depot expected to be in Ho Nai 3 commune, Trang Bom district.
Of which, section 1 from Suoi Tien bus station to S0 station (1.8km long) is implemented by Binh Duong. The section from S0 station to the depot in Ho Nai 3 commune has a length of nearly 20km and is implemented by Dong Nai.
The total investment for the section through Dong Nai is expected to be around VND30,000 billion. Regarding the capital for implementation, the consulting unit proposed to balance three sources including the provincial budget, support capital from the central budget and loans (ODA loans or local bond issuance).
