The Ho Chi Minh City People's Committee has just sent a document to departments, branches, districts, and Thu Duc City to deploy the operation of ward and commune information systems after restructuring the apparatus.

Accordingly, in phase 1, the Ho Chi Minh City People's Committee requires units to ensure the operation of essential information systems. The Ho Chi Minh City People's Committee assigns the Department of Science and Technology to officially deploy the system to receive information and coordinate the processing of requests from units.

The Department of Science and Technology presides over and coordinates with the Government Cipher Committee to provide digital signature services.

The Digital Transformation Center is responsible for preparing equipment and arranging human resources to receive and provide services for renewing and changing information content of digital signature certificates for public use. These tasks must be completed before May 31.

Regarding document management software, the Ho Chi Minh City People's Committee assigned the Digital Transformation Center to urgently complete documents and procedures to deploy a shared document management system with agencies and units in the third quarter of 2025.

Regarding the administrative procedure settlement information system, the Ho Chi Minh City People's Committee assigned the departments to proactively monitor and advise the Chairman of the Ho Chi Minh City People's Committee to announce the list of administrative procedures at the provincial and communal levels as soon as the ministries and branches announce the administrative procedures according to regulations.

The Office of the Ho Chi Minh City People's Committee compiles a list of administrative procedures and transfers them to the Digital Transformation Center to configure the Ho Chi Minh City administrative procedure settlement information system before June 30.

Regarding the portal for receiving and answering information for people and businesses (Portal 1022), the Ho Chi Minh City People's Committee assigned the Department of Science and Technology to take the lead in updating the process of receiving and handling feedback. It is necessary to update the list of leaders and officers in charge of receiving and handling information after arranging, training and delegating authority on the system to units.

Regarding digital map applications (GIS applications), the Digital Transformation Center is assigned to immediately update new administrative boundaries.

Regarding the complaint and denunciation system, the Office of the Ho Chi Minh City People's Committee is assigned to maintain the system's operation, ensuring smooth and interconnected data with the national database system.

Regarding information technology system infrastructure, the Department of Finance is assigned to take the lead in advising the Ho Chi Minh City People's Committee on arranging locations for new administrative units of wards and communes.

Prioritize choosing places with available infrastructure and IT equipment to be able to operate immediately, completed before May 31. If the ward or commune does not meet the requirements, propose investment in infrastructure and IT equipment within 15 days from the date of establishment.

Regarding information technology human resources, the Department of Home Affairs shall take the lead and guide wards and communes to arrange specialized civil servants, at least 1-2 people. Wards and communes shall send personnel to training courses on how to use new systems.

In phase 2, which is the implementation of management operations in the digital environment, the Ho Chi Minh City People's Committee assigned the Department of Science and Technology to preside over the development of a plan to deploy information systems from provincial to communal levels to ensure compliance with the city's data strategy, to be completed before July 30.

The Department of Science and Technology presides over and coordinates with Binh Duong and Ba Ria - Vung Tau provinces to review and prepare plans, infrastructure, and technical solutions when merging into Ho Chi Minh City.

Units suspend new IT projects

Notably, the Ho Chi Minh City People's Committee requested heads of departments and localities to stop implementing new information technology projects and upgrading software and information systems.

Coordinate with the Department of Science and Technology, Digital Transformation Center, and Ho Chi Minh City People's Committee Office in deploying shared systems to ensure continuous and smooth operation.
