Ho Chi Minh City proposes to add special policy mechanisms to speed up metro lines

The Ho Chi Minh City People's Committee has just sent a document to the Ministry of Construction regarding adjustments and additions to specific policy mechanisms in Resolution No. 188/2025/QH15 to speed up metro lines in the City.

In the document, Ho Chi Minh City proposed to amend and supplement the regulations allowing localities to decide to apply the form of designated bidding for the selection of consulting contractors, consulting fees, construction; EPC, EC, EP, turnkey contractors; investors in urban railway projects, urban railway projects according to the TOD model.

The city also proposed allowing localities to decide on contents other than urban and rural planning, land use planning, and land use plans approved by competent authorities without having to carry out procedures to adjust land use plans and related plans.

In case the urban railway line has not been identified in the urban planning or land use planning but has been identified in the provincial, municipal or specialized planning, the Ho Chi Minh City People's Committee shall adjust it to serve as a basis for investment decisions and report the implementation results to the Prime Minister .

In addition to proposing a special mechanism for the project, Ho Chi Minh City also proposed exempting the heads of agencies, units, cadres, civil servants, and public employees participating in the project from responsibility if there are errors or damages in cases of force majeure due to legal regulations not being suitable for practice...

Regarding the high-speed railway project, the Ho Chi Minh City People's Committee proposed that the Ministry of Construction consider adjusting the Railway Law in the direction of not classifying railways based on speed factors to avoid problems and difficulties during implementation.

Instead, the design speed regulations should be used as the basis for determining the technical grade of the railway line, in accordance with the corresponding technical standards.
