Key factors determining the success of projects

* Dear Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department! Could you please tell us about the urgency of the projects, especially the 110kV power line projects in the province at present?

- Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department Bui Van Bia: The construction of a 110kV power transmission system in the whole province is a necessary need, both urgent and long-term, serving socio -economic development and attracting investment in localities. The implementation of key projects in the province in general and the 110kV power line project in particular is facing a series of difficulties, causing the construction progress to stagnate. This situation requires urgent, close direction and specific solutions to overcome difficulties. The propaganda and mobilization of people to agree to hand over the site to implement key projects in the province has received high consensus from the people, and the projects have been implemented with many advantages.

However, in the process of compensation for site clearance, some places still have problems with legal procedures, technical design and coordination between levels and sectors is still lacking. In addition, some power lines pass through densely populated residential areas, urban areas or agricultural land, making it difficult to mobilize people. In addition to difficulties in site clearance, the progress of some projects is also affected by shortcomings in direction and operation, in construction, etc. Coordination between levels and sectors in resolving problems and arising issues is sometimes not tight, confusing in methods, leading to delays. Coordination between construction units and local authorities in some places is not timely; the construction process in some places is slow, not meeting the schedule.

Some projects, despite having funding and complete designs, are still “waiting” for land or documents to be approved. The delay in implementing power projects not only affects the reputation of the province, but also directly hinders production, business, investment and development activities in industrial parks (IPs), industrial clusters (ICs) and new residential areas.

According to the report of the Department of Industry and Trade, many enterprises are currently reporting the lack of stable electricity supply and insufficient capacity, seriously affecting production efficiency. In particular, in key industrial zones, new power projects such as 110kV transformer stations and connection lines are delayed, causing concerns for foreign investors. Faced with this situation, the Provincial Party Committee Standing Committee has determined that power projects are not simply infrastructure investment projects but are the province's key political task in 2025. Completing projects on schedule is not only to ensure electricity supply, but also the commitment and prestige of the Party Committee and government to the people and investors. Therefore, the Provincial Steering Committee 428 has taken drastic action.

* Creativity in establishing the Provincial Steering Committee 428?

- The establishment of the Provincial Steering Committee 428 in Decision No. 428-QD/TU dated April 22, 2022 of the Provincial Party Committee Standing Committee is an initiative of the province. The consolidation of the Provincial Steering Committee 428, propaganda and mobilization work not only demonstrates the initiative of the Provincial Party Committee in leadership and direction, "Mass mobilization work must go one step ahead" to create consensus among the people. This is a key factor determining the success of works and projects.

This initiative demonstrates innovative thinking in the organization and operation of the apparatus, when the Provincial Party Committee clearly identifies the core role of propaganda and mobilization work early and from the grassroots. The structure of the Provincial Steering Committee 428, including representatives from Party agencies, government, Front, mass organizations, functional sectors and armed forces, ensures comprehensiveness and combined strength in performing tasks. In addition, the regulation on separate funding sources for propaganda and mobilization work also shows professionalism and thorough investment in implementation. This initiative contributes to improving the effectiveness of coordination between levels and sectors. At the same time, it strengthens people's trust, creating a solid foundation for successful implementation of the province's socio-economic development goals for the period 2021 - 2025.

* Initial effectiveness in the activities of the Provincial Steering Committee 428 from the beginning of 2025 until now?

- The province has shown great determination in promoting the progress of key power projects and works with specific and effective actions. In recent times, authorities at all levels, especially at the district and commune levels, have organized many drastic campaigns and directly dialogued with the people to remove obstacles in site clearance.

Particularly for the 3 projects of Phu Thuan - Binh Dai 110kV transmission line, Sunpro Wind Power Plant project and Ba Lai 8 bridge in Binh Dai district that are being implemented, there are up to 993 households affected; of which, 949 households have been mobilized to agree to hand over the land, reaching a rate of nearly 96%. From the beginning of the first quarter of 2025 to now, more than 220 households in the 3 projects above have voluntarily handed over, showing that the propaganda and mobilization efforts have really been effective. Many key officials have directly gone to the area, assigned each working group to closely follow the grassroots, and handle special cases, including households of officials and party members who have not complied.

Some important projects such as: An Hiep 110kV transformer station and Ben Tre - An Hiep 110kV line; Giao Long - Phu Thuan 110kV line; Phu Thuan 110kV station were energized on schedule on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day on April 30, 2025, contributing to ensuring electricity supply and serving local socio-economic development. The province aims to complete all construction items by the end of June 2025, demonstrating the locality's urgent, responsible and determined working spirit.

* In the period of 2021 - 2025, the province will carry out many key projects and works. What will the Provincial Steering Committee 428 and its members do to contribute to completing the task?

- The Provincial Steering Committee 428 has launched a 40-day and night peak emulation campaign, from now until June 30, 2025, with determination and determination to propagate and mobilize site clearance and handover to construction units so that the projects can ensure progress according to the set plan.

Relevant units, localities, propaganda and mobilization subcommittees must coordinate well, develop plans, roadmaps, specific solutions and focus on propaganda and mobilization to get people to agree on compensation plans and hand over the site soon. Strive to complete 100% of site clearance work by June 15, 2025, and hand over to construction units.

Through the emulation period, units and localities promptly discovered outstanding and positive factors, pioneering individuals and collectives in implementing policies, proposed rewards to continue to replicate and spread in the community.
