Bringing policy capital to poor households

(QBĐT) - In recent years, social policy credit capital has been deployed to many poor households, policy beneficiaries, "crossing forests" to remote villages in the highlands and border areas. To achieve such results, it is impossible not to mention the role of credit policy officers. With their dedication and responsibility for their work, they have worked with localities to effectively implement poverty reduction and ensure social security.

With more than 17 years of working with the Vietnam Bank for Social Policies (VBSP), Mr. Nguyen Tuan Ngoc has held many different positions and units, including nearly 5 years as the Director of the Transaction Office of the VBSP in Quang Ninh District. With a lot of experience and enthusiasm, during his time working in Quang Ninh District, he and the staff and employees of the VBSP in the district have constantly strived to bring policy credit capital to many poor households and other policy beneficiaries.
Mr. Ngoc confided: Witnessing the development process of the industry through many difficulties and challenges, but with enthusiasm, responsibility and exemplary spirit, he and the staff and workers have built the Social Policy Bank system to develop more and more, becoming one of the "bright spots" in poverty reduction policy.

In charge of the area with especially difficult highland and border communes, although holding the position of Director of the District Social Policy Bank, he still regularly goes to the grassroots, to the ethnic minorities in the villages in Truong Son commune. He said: Grasping and going to the grassroots to see what difficulties the lives of ethnic minorities in the highland villages face, through which the District Social Policy Bank coordinates with the local government to find solutions and create favorable conditions to help people access capital in a timely manner to invest in economic development and increase income.
With the dedication, determination and synchronization in implementing the tasks of the staff and employees of the District Social Policy Bank, in recent years, social policy credit activities in the area have achieved many encouraging results. Policy credit capital contributed to reducing the poverty rate of the whole district in the period of 2020-2025 from 4.06% to 3.16%, reducing the rate of near-poor households from 5.02% to 3.24% by the end of 2024 and helping 12/14 communes to be recognized as meeting the standards of new rural construction and advanced new rural construction.
Stick to the base
Although he has only been transferred to Minh Hoa district as Deputy Director of the district's Social Policy Bank for less than 4 years, Mr. Nguyen Tat Thanh has traveled back and forth to most of the remote, isolated and border areas of the district to grasp the life and economic development of ethnic minorities here.
Mr. Thanh said: “Determining policy credit lending activities for poor households and policy beneficiaries is a great responsibility. Therefore, no matter which area I am assigned to, I will constantly strive to overcome all difficulties to best complete the assigned tasks”. He also added that it is necessary to increase visits to the grassroots to inspect policy credit activities, savings and loan groups, and borrowers through transaction sessions at the commune or on an ad hoc basis to promptly grasp the credit quality situation, thereby taking corrective measures, advising on timely correction of errors that occur and proposing solutions to handle and improve credit quality.
With their contributions in bringing policy credit capital to poor households and other policy beneficiaries, in 2020-2024, Mr. Nguyen Tuan Ngoc and Nguyen Tat Thanh were honored to receive certificates of merit from the Governor of the State Bank and the Chairman of the Provincial People's Committee along with many other achievements.

The specificity of social policy activities is that in addition to the role of the VBSP staff, in order for capital to reach poor households, especially ethnic minorities in mountainous and border areas, the network of commune-level authorities, entrusted organizations, and savings and loan groups plays a decisive role. To improve the quality of policy credit, there must be regular solutions to enhance the role of these networks. Therefore, for Mr. Thanh, staying close to the locality and grassroots is a regular job to train and guide professional skills using the "hand-holding" method. Thanks to his close contact with the grassroots, he and other policy officers have helped policy credit activities in mountainous districts to have many improvements in recent years.

Capital from policy credit programs has been invested in lending to 100% of villages, hamlets, and residential groups in the district. Total lending turnover from 2020 to present has reached 753,609 million VND, with 14,794 customers receiving loans; 3,460 poor and near-poor households are borrowing loans; 2,200 newly escaped poverty households are borrowing loans; 708 poor households are borrowing loans to build houses; 72 students are borrowing loans for study; 1,717 workers are borrowing loans from job creation support funds...

“The changes in the district today are partly due to the role of policy credit capital through the Social Policy Bank. It can be said that capital is an effective tool for local authorities to successfully implement poverty reduction, job creation and social security. For officials like me, the greatest joy and happiness is probably that policy credit capital is promptly transferred to beneficiaries and more and more households are escaping poverty and becoming rich thanks to policy credit loans,” Mr. Thanh shared.
