According to statistics from the Payment Department (State Bank of Vietnam), Vietnamese people currently own nearly 157 million valid bank cards, an increase of one million cards in the first quarter of the year. The number of cards in circulation is nearly one and a half times higher than four years ago.

International payment card issuance continues to increase sharply. Credit institutions issued about 1.8 million international cards in the first quarter of the year, bringing the total to 50.2 million cards. This figure is three times higher than at the beginning of 2021.

On the contrary, the issuance of domestic cards has shown signs of slowing down. The system has only about 107 million domestic payment cards, down 700,000 cards compared to the end of last year and the lowest level in the past year.

Card transactions (including cash withdrawals, transfers, savings deposits, etc.) via ATMs also decreased slightly in the first quarter of the year. People made more than 183 million transactions with a total value of VND662,800 billion, down VND2,000 billion compared to the last quarter of last year. Meanwhile, transactions via Internet and mobile banking increased sharply with 4.47 billion transactions made with a value of over VND41.8 million billion.

According to regulations, organizations that are allowed to issue cards include commercial banks, policy banks, foreign bank branches in Vietnam and consumer finance companies.

Debit, credit and prepaid cards can only be used by individuals aged 15 years and over. Children aged 6-15 can also open a supplementary card if their guardian or legal representative agrees.

Cards that do not generate any active transactions from the customer for a long period of time (6 - 48 months) are classified by banks as "dormant" or "hibernating". During this "dormant" period, the account still receives interest without a term if the balance is above the minimum level, and is also deducted from service fees that the customer has previously registered for. Some common fees such as account management fees, account maintenance fees, and annual fees range from several tens of thousands to millions of VND (depending on the type of card).
