On June 10, Deputy Minister of Education and Training Pham Ngoc Thuong led the ministry's inspection team to inspect the preparation for the high school graduation exam in Ho Chi Minh City. The team inspected the test printing area, 2 testing locations in Ho Chi Minh City and worked with leaders of the city's People's Committee.
Increase 5,000 independent candidates
Informing the inspection team, the Ho Chi Minh City Department of Education and Training said that the 2025 high school graduation exam in Ho Chi Minh City has 99,578 candidates registered, an increase of 8,891 students compared to the previous year. Of which, 97,940 candidates took the exam under the 2018 generaleducation program and 1,638 candidates under the 2006 general education program. The number of independent candidates increased by 5,000 compared to the previous year.
To meet this scale, Ho Chi Minh City has arranged 171 examination sites with a total of 4,242 examination rooms distributed reasonably throughout the area. Specifically, 168 examination sites with 4,180 examination rooms are for candidates under the 2018 General Education Program and 3 examination sites with 62 examination rooms for candidates under the 2006 General Education Program. Each examination site is arranged with 3 spare rooms to handle arising situations.
Ho Chi Minh City has mobilized 855 officials from the exam site management board, 12,726 exam supervisors (an increase of 1,409 compared to last year), 2,394 exam site service staff, 513 police officers on duty at exam sites, 92 officials from the exam printing and copying board, and an expected 300 officials from the exam paper transportation and handover board.
All examination rooms ensure a minimum area of 30 m²/room, with 24 examination tables/room arranged according to regulations. The security and storage system is fully equipped with secure iron cabinets, 2-layer locking system and standard sealing along with the preparation of more than 10,000 sets of records of all kinds.

Proactively identify and prevent risks
At the meeting, Deputy Minister Pham Ngoc Thuong requested the Steering Committee for the High School Graduation Exam in Ho Chi Minh City to fully perform its tasks according to the Prime Minister 's instructions and telegrams, thoroughly grasping the spirit of the eight keywords: "Safe, smooth, serious, objective, thoughtful, compact, reliable, effective".
Ho Chi Minh City is the locality with the second largest number of candidates taking the exam in the country with a large area, requiring an increase in the scale of exam sites, human resources and security work. The Deputy Minister especially emphasized 5 key groups of tasks. Accordingly, leadership and direction must be drastic, timely, in-depth and comprehensive, without missing any stage; preparation must be thorough, early, in terms of equipment, human resources, professional training, clearly identifying people and tasks, anticipating all possible problems; professional and technical work must be smooth, in accordance with procedures, regulations and accuracy; force preparation, training, reminders; coordination must be smooth and smooth.
Faced with the new requirements and challenges of this year's exam, Deputy Minister Pham Ngoc Thuong suggested continuing to thoroughly grasp the spirit of "4 rights - 3 no's". "4 rights" are: correct exam regulations and instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents. "3 no's" are: no negligence, subjectivity; no excessive stress and pressure; no arbitrarily handling unusual situations and incidents. Along with that are 2 enhancements: enhancing the sense of responsibility of officials participating in organizing the exam; enhancing the self-awareness of candidates in implementing the regulations.
The Deputy Minister emphasized that inspection and examination work must be given special attention. It is necessary to proactively identify and prevent potential risks and avoid mistakes, especially in the context of a large number of candidates and officials participating in the exam.
At the meeting, Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy, Head of the Steering Committee for the 2025 High School Graduation Exam in Ho Chi Minh City, affirmed that the city will continue to prepare carefully and comprehensively, especially strengthening inspection work to ensure the exam takes place safely, seriously, and in accordance with regulations.
The Ho Chi Minh City People's Committee requested the Department of Education and Training to thoroughly train all forces involved in organizing the exam, including coordinating forces, so as not to miss any steps in the preparation process.
Given the special nature of this year's exam, inspection and supervision need to be stepped up, while ensuring maximum support for candidates, especially those from island communes and disadvantaged areas, so that all candidates are given the most favorable conditions when participating in the exam.
It is expected that about 850 examiners will participate in grading the exam with separate essay and multiple-choice grading rooms, fully equipped with surveillance cameras, ensuring absolute security.
Many localities prepare carefully for the exam.
The 2025 high school graduation exam will take place on June 26 and 27. According to the Ministry of Education and Training, 1,031,163 candidates nationwide registered for the exam. Of these, 1,002,237 were 12th graders (studying the 2018 general education program), accounting for 97.19%, and 28,926 independent candidates registered, accounting for 2.81%.
Hanoi is the locality with the largest number of candidates registered for the exam in the country, with 120,000 candidates. The Hanoi Department of Education and Training plans to arrange 250 exam sites with more than 5,500 exam rooms to organize the high school graduation exam in 2025.
With 13,946 candidates registered for the exam (including 13,442 12th graders and 504 independent candidates), Hue City established 39 exam sites with more than 700 exam rooms. Candidates taking the exam under the 2006 General Education Program (322 students) were arranged separately at the exam site of Nguyen Tri Phuong Secondary School (Xuan Phu Ward, Hue City).
The leader of the Department of Education and Training of Hue City said that all examination sites were checked for safety, security, confidentiality, facilities, fire prevention, electricity, water, healthcare, surveillance cameras, cabinets for storing exam papers, landline phones, backup generators, etc. The forces participating in organizing the exam such as teachers, inspectors, supervisors, police, etc. were fully trained to ensure the exam took place seriously, safely, and in accordance with regulations.
Hue City has prepared a full backup plan, arranged backup generators at the examination sites and the exam printing area. Security, fire prevention and fighting, and handling of high-tech fraud are closely coordinated with the City Police.
Dong Thap has 17,798 candidates registered to take the high school graduation exam in 2025, an increase of 1,293 candidates compared to 2024, including 672 independent candidates. According to Ms. Nguyen Thuy Ha, Director of the Department of Education and Training of Dong Thap, the province has arranged 39 exam sites in all 12 districts and cities in the province, creating favorable conditions for candidates to take the exam.Y.Anh
