The Office of the Ho Chi Minh City People's Committee has just announced the conclusion of Vice Chairman of the City Vo Van Hoan on the "Project to use rooftops as public assets to install solar power systems to implement Resolution No. 98/2023/QH15 of the National Assembly".
Accordingly, the Vice Chairman of the City assigned the Department of Industry and Trade to complete the project "Investing in installing rooftop solar power systems at administrative agency headquarters, public service units, headquarters of agencies and units identified as public assets in Ho Chi Minh City".
For administrative agency headquarters , the Department of Industry and Trade studies concentrated investment plans using public investment capital (establishing a comprehensive investment project to invest in installing solar power systems for administrative agency headquarters in the city).
Specifically, this Department coordinates with departments, branches, districts/counties to develop criteria for evaluating headquarters eligible to install rooftop solar power systems (including: area, installation capacity; on-site consumption purpose; electrical safety, construction safety and fire prevention...) to serve as a basis for proposing a list of administrative agency headquarters to invest in rooftop solar power systems.
Based on the evaluation criteria, the Department of Industry and Trade coordinates with the City Electricity Corporation and related departments, branches, and districts to conduct surveys and make a list of administrative headquarters eligible to install rooftop solar power systems, estimate the investment volume and total investment.
For public service unit headquarters, headquarters of agencies and units identified as public assets : implement according to the decentralized investment plan. The City People's Committee encourages agencies and units to invest in rooftop solar power systems at their headquarters through many forms of investment, with diverse sources of capital for implementation (annual career capital of agencies and units; foreign capital for public investment; capital from legal revenue sources of state agencies and public service units for investment according to the provisions of law; aid and sponsorship capital; loan capital, stimulus loans; socialized capital...).
The Department of Finance will give opinions on the subjects, capital sources, and forms of rooftop solar power installation at the headquarters of public service units, and send them to the Department of Industry and Trade for synthesis and completion of the project.
The city leaders also assigned the Department of Industry and Trade of Ho Chi Minh City to supplement the assessment of investment efficiency of installing rooftop solar power systems at public headquarters, especially long-term investment efficiency; at the same time, analyze and evaluate technological solutions and costs for waste treatment of unused solar panels after liquidation and environmental protection.
"The Department of Industry and Trade and the City Electricity Corporation are assigned to continue working and making recommendations to the Vietnam Electricity Group, the Ministry of Industry and Trade, and the Prime Minister on the mechanism for buying and selling unused electricity output from rooftop solar power systems, in order to create favorable conditions for encouraging investment in rooftop solar power in the area," the conclusion stated.
The Department of Industry and Trade needs to complete the project according to the above contents; submit it to the City People's Committee to report to the Party Committee of the City People's Committee before November 30, 2023.
Regarding rooftop solar power, at a conference in August, Mr. Dao Xuan Duc, Chairman of the Ho Chi Minh City Industrial Park Enterprises Association (HBA), said that if Ho Chi Minh City took advantage of all the rooftops of state agencies in the area to install solar power, it would be about 166MW.
Meanwhile, Ho Chi Minh City has 18 industrial parks with an area planned by the Government of about 7,000 hectares; in the coming time, it will expand by about 4,000 hectares. In 2019 alone, the city's industrial parks installed 80MW. After that, due to many difficulties in the implementation and installation, the relevant parties had to stop. However, it can be seen that, in addition to State agencies, rooftop solar power in the city's industrial parks also has great potential.
In September, the Ministry of Industry and Trade also sent a report to the Prime Minister, this agency proposed again solutions to develop rooftop solar power sources. In which, the Ministry expressed a new viewpoint to consider and allow electricity trading with the condition that both the source and the load are not connected to the national grid.
However, this agency noted that self-produced and self-consumed electricity sources are not yet regulated as being subject to electricity development, therefore, the Ministry of Industry and Trade proposed to include the content of "self-produced and self-consumed" in the program to develop the Electricity Law (amended) in the coming time to create a legal corridor for practical application.
