Ho Chi Minh City: Increasing mobilization of non-budgetary capital to repair public schools

The Ho Chi Minh City People's Committee has just commented on the proposal of the Department of Finance on prioritizing investment in repairing and constructing facilities and teaching equipment at all public schools in the city.

Accordingly, the Chairman of the City People's Committee assigned the Department of Education and Training to review, synthesize investment, procurement, repair needs, classify the level of damage and degradation of facilities and teaching equipment at schools to determine urgent repair and procurement needs that need to be implemented immediately in 2025, propose an implementation roadmap in 2026 and the following years; determine and propose funding sources for implementation and funding needs that need to be supplemented for the People's Committees of communes, wards, and special zones.

This comprehensive treatment plan must be completed and reported to the City People's Committee no later than November 30, 2025.

The Ho Chi Minh City People's Committee requested the commune and ward authorities to increase the use of resources for career development and other legal sources to repair public schools to reduce pressure on the city budget.

On that basis, for repairing facilities and purchasing teaching equipment in 2025, the People's Committees of communes, wards and special zones will immediately repair seriously damaged construction items to ensure safety for students and teachers.

Regarding repair funding, the Ho Chi Minh City People's Committee requested the commune and ward authorities to consider the possibility of balancing the assigned 2025 budget and especially increase the use of career development resources and other legal sources to reduce pressure on the city budget.

In case the remaining budget does not meet the funding needs in the last months of the year, a document must be sent to the Department of Finance for synthesis and reporting to the City People's Committee for consideration and decision.

Regarding investment, repair of facilities and purchase of teaching equipment in 2026 and the following years, the People's Committees of communes, wards and special zones shall review the urgency, allocate capital for items requiring investment, purchase and repair in order of priority; determine the source of funding for implementation; and be responsible for the content of the proposed purchase, repair and investment.

The leaders of Ho Chi Minh City also assigned the Department of Finance, based on the review results, to develop a comprehensive plan for handling facilities and teaching equipment at all public schools in the area, to advise the City People's Committee on a plan to allocate funds, arrange capital to repair, upgrade, and build new school facilities in the period of 2025 - 2030 according to regulations, in accordance with the city's budget balance capacity.
