Connecting innovation
On the morning of October 9, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc chaired a working session with leaders of Ho Chi Minh City National University on coordinating the implementation of the project "Ho Chi Minh City - Vietnam's International Innovation Center".
This is a step to concretize the spirit of Resolution No. 57 and Notice No. 45 of the Central Steering Committee, identifying the pioneering role of Ho Chi Minh City in developing knowledge-based economy , science - technology and innovation, aiming to become a leading center in Southeast Asia.
Accordingly, the Department of Science and Technology of Ho Chi Minh City was assigned as the focal agency, closely coordinating with Ho Chi Minh City National University and related departments and branches to complete the project towards forming a cooperation model of "Three Houses - One Vision - One Action", including the State - School - Enterprise.
This model will propose specific mechanisms and policies to promote connection, innovation and resource sharing among parties, and at the same time build a common action plan with clear goals, roadmap and responsibilities.
Meanwhile, Ho Chi Minh City National University will promote its advantages in knowledge, research infrastructure and science and technology network to join the Department of Science and Technology to form "Ho Chi Minh City Innovation Hub" - a center integrating infrastructure, knowledge, technology and businesses.
This is considered a strategic platform for technology development and transfer, commercialization of research results, training high-quality human resources and promoting public-private cooperation to mobilize social resources for the innovation ecosystem.
At the meeting, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the project implementation needs to be carried out synchronously, substantially and towards specific results, contributing to making Ho Chi Minh City become the leading center of innovation and digital transformation in the region by 2030.

Creating new institutions
Meanwhile, Prof. Dr. Nguyen Thi Thanh Mai - Vice President of Ho Chi Minh City National University - said that regarding the strategy for science, technology and innovation development, Ho Chi Minh City National University wishes to accompany the city in implementing major orientations in the spirit of Resolution 98/2023/QH15 and new resolutions of the Central Committee such as Resolutions 57, 68, 59, 71.
This will help form research and application programs linked to the city's strategic fields such as artificial intelligence, semiconductors, clean energy, biotechnology, new materials, smart healthcare and circular economy.
Regarding resources and infrastructure, Prof. Dr. Nguyen Thi Thanh Mai said that the two sides can coordinate to develop key laboratories and innovation centers linking three parties (State - School - Enterprise), thereby sharing research resources, facilities, data and shared infrastructure.
This is also a way to attract large enterprises and multinational corporations to invest, while creating conditions for training and fostering high-quality human resources right in Ho Chi Minh City.
Finally, regarding the mechanism for connecting and commercializing research results, Ho Chi Minh City National University hopes that Ho Chi Minh City will continue to accompany in removing institutional barriers, building a sandbox mechanism, accelerating the technology transfer process, bringing research products to the market, directly serving the lives of people and businesses.
"In addition, we also expect Ho Chi Minh City to create conditions for Ho Chi Minh City National University to participate more in the city's key projects, from smart cities, data infrastructure to the Net Zero 2050 program," said Prof. Dr. Nguyen Thi Thanh Mai.
Forming creative 'hubs'
Mr. Pham Phu Ngoc Trai - Chairman of the Vietnam Packaging Recycling Alliance - said that after merging provinces and cities, it is necessary to form innovation hubs that play a central role in connecting, not only promoting local economic development but also creating momentum for the whole region.
According to him, Ho Chi Minh City can be a pioneer, becoming a "conductor" in testing new models, thereby spreading the spirit of creativity and developing a knowledge-based economy. In the structure of such a hub, people are the key factor.
In addition, Ho Chi Minh City's cooperation with Ho Chi Minh City National University is considered a reasonable direction to take advantage of training and research strengths, while creating a foundation for the state-university-enterprise model to be replicated and put into practice in many other localities.
