Ho Chi Minh City: Continue to support health insurance payment for people in Ba Ria - Vung Tau and old Binh Duong areas

The Ho Chi Minh City Department of Health said that the policy of supporting health insurance payments for people in the Ba Ria - Vung Tau and Binh Duong (old) areas will continue until a new Resolution replaces it.

This information was confirmed by the Ho Chi Minh City Department of Health on July 11, after discussing with Social Insurance Region XXVII - the unit in charge of social insurance and health insurance in the old areas after the merger.

This information was released in the context of many people in the two localities expressing their desire to continue receiving support for participating in social insurance and health insurance as before the merger. This concern stems from the fear that previous support resolutions of the Provincial People's Council will expire when the administrative apparatus is rearranged according to the new unit.

Support health insurance payment for people in Ba Ria - Vung Tau and Binh Duong (old) until a new Resolution replaces it.

According to Social Insurance of Region XXVII, support for voluntary health insurance and social insurance contributions from local budgets is still being implemented normally in Ba Ria - Vung Tau and Binh Duong (old) (now part of Ho Chi Minh City), until the resolution expires or there is a replacement document.

This is a solution to ensure the rights of people, especially those in difficult circumstances and the elderly, who are vulnerable to changes in administrative policies.

Specifically in Ba Ria - Vung Tau, in the period of 2020-2024, the Provincial People's Council issued many policies to support health insurance premiums for students; approved the Sustainable Poverty Reduction Program for the period of 2022-2025; supported the issuance of health insurance cards for people aged 65 and over with permanent residence; and stipulated criteria and spending levels for the Security and Order Protection Team.

Currently, the province has 1,722 voluntary social insurance participants who need support with a total cost of more than VND 2.27 billion, along with 52,205 health insurance participants who need support of nearly VND 33 billion from the local budget.

In Binh Duong province (old), in the period of 2023-2025, the Provincial People's Council issued resolutions to support voluntary social insurance and health insurance contributions for a number of groups of subjects and expenditure levels and criteria for security and order protection teams.

According to the Social Insurance Agency of Region XXVII, these policies are being reported for continued implementation, ensuring no interruptions during the post-merger transition period. On July 4, this agency sent a document to the Ho Chi Minh City People's Committee proposing to continue implementation until new regulations are issued.

Maintaining the old support policies in the context of changing administrative boundaries is a positive signal, helping tens of thousands of people still have their rights to social security and health care guaranteed. This is also a necessary step to avoid policy gaps, especially for localities that have been proactively supporting people strongly before.
