Ho Chi Minh City Police have just issued a document requesting departments, branches and localities in Ho Chi Minh City to coordinate in organizing the collection of public opinions on the draft amendments and supplements to the 2013 Constitution via the VNeID application.

Accordingly, Ho Chi Minh City Police Department requested units to thoroughly disseminate to all party members, cadres, civil servants, public employees, and people in the area in charge... to contribute opinions on the draft amendments and supplements to the 2013 Constitution, with priority given to implementation via the VNeID application immediately after the city publishes documents for collecting opinions on the city's electronic information portal (from the source published on the National Assembly's electronic information portal).

For the City Department of Culture and Sports , the City Police Department is requested to take the lead in coordinating with press and media agencies and relevant units to strengthen propaganda to the city's people to participate in contributing opinions on the draft amendments and supplements to the 2013 Constitution, prioritizing implementation through the VNeID application.

Mobilize businesses and units that own pillars, billboards, electronic screens specializing in outdoor advertising, LCD screens at supermarkets, shopping malls, hospitals, in elevators of buildings, apartments, etc. to spend time guiding the city's people to participate in contributing opinions on the draft, with priority given to implementation via the VNeID application.

The Department of Science and Technology and the City Digital Transformation Center request network operators (Viettel, MobiFone , Vinaphone, etc.) to support text messaging to notify people to contribute their opinions on the draft amendments and supplements to the 2013 Constitution via the VNeID application (coordinate with the City Police and the City People's Committee Office to effectively implement this content). At the same time, focus on propaganda via the City Digital Citizen application.

In addition, coordinate with the City Police, the Ministry of Public Security's professional departments and relevant units to strengthen monitoring, detection and prevention of cyber attacks and sabotage, ensuring information security and safety during the time of collecting public opinions on VNeID.

Regarding the Department of Justice, it is proposed to add some related contents in plan 260/KH-BCA-C06 (dated May 5, 2025) of the Ministry of Public Security to the plan to organize public consultation on the draft resolution amending and supplementing a number of articles of the 2013 Constitution in Ho Chi Minh City of the City People's Committee.

The city police also sent QR codes of documents and instructional videos to people on the VNeID application and VNeID website for units to study and propagate in accordance with the functions of the unit and the actual situation in the area under their responsibility.

Previously, the Ho Chi Minh City People's Committee issued a plan to collect public opinions on the draft resolution amending and supplementing a number of articles of the 2013 Constitution in the area. The Ministry of Public Security also issued a plan to collect public opinions on the draft amendment and supplement to the 2013 Constitution via the VNeID application.
