Ho Chi Minh City prioritizes focusing on resolving investment procedures for large projects.

Reviewing some outstanding indicators of the socio -economic situation in April, Director of the Department of Finance Le Thi Huynh Mai informed that the total retail sales of goods and consumer service revenue in April is estimated at VND 128,886 billion, up 37.6% over the same period; the industrial production index (IIP) in April is estimated to increase by 6.6% over the previous month; total tourism revenue in April is estimated at VND 19,919 billion, up 29.9% over the same period in 2024; export turnover in April is estimated at USD 4.357 billion.

State budget revenue in the first four months of the year reached 39% of the estimate, up 3.7% over the same period. Local budget expenditure reached 12.8% of the estimate, up 20% over the same period. Ho Chi Minh City has also completed the construction and repair of 100% of temporary and dilapidated houses.

According to Ms. Le Thi Huynh Mai, in 2025, Ho Chi Minh City was assigned to disburse 85,500 billion VND and set a target of disbursing 95% and striving for 100% of capital. As of April 29, Ho Chi Minh City had only disbursed 6,068 billion VND, reaching 7.2%.

Ho Chi Minh City has held 7 meetings on public investment and resolved difficulties and obstacles for key projects and works. At the same time, it issued 21 directives related to public investment. The Department of Finance also held many meetings with project management boards, districts, and investors to identify specific difficulties and obstacles, and report to the Ho Chi Minh City People's Committee for handling. In particular, focusing on resolving investment procedures for large projects that can accelerate the disbursement of public investment capital such as: Project to upgrade and expand National Highway 1, National Highway 22, North-South axis road from Nguyen Van Linh to Ben Luc - Long Thanh expressway, National Highway 13. These four BOT projects have a total investment of about 35,000 billion VND.

Besides, there are 2 projects to renovate Van Thanh canal with 5,561 billion VND and Binh Tien bridge and road with 871 billion VND.

In the coming time, identifying a number of challenges such as: unpredictable fluctuations in international trade and the US's reciprocal tax policy, sudden increase in gold prices, strong fluctuations in the VN-Index, decrease in the number of newly established enterprises, disbursement of public investment capital has not met the set plan,... Ho Chi Minh City has proposed a number of key tasks and solutions to be implemented in May.

In particular, priority is given to promoting growth-promoting solutions, being proactive, flexible, and responding promptly and effectively to emerging issues with policies, firmly achieving the GRDP growth target of over 8.5% in 2025 as assigned by the Government , and even making great efforts to achieve the double-digit growth target.

The report on the socio-economic situation in April 2025 at the meeting this morning also said that recently, Ho Chi Minh City successfully coordinated to organize the 50th Anniversary of the Liberation of the South and National Reunification Day, with many meaningful activities.

Regarding the arrangement and organization of administrative units at all levels and local governments at two levels, Ho Chi Minh City continues to carry out preparation work, including reviewing the entire city's human resources to develop personnel plans for communes and wards after the arrangement.

Recently, the City has coordinated to issue and submit to the Government Project No. 3021/DA-UBND on the arrangement of Ba Ria - Vung Tau province, Binh Duong province and Ho Chi Minh City.
