This included the issuance of numerous administrative violation penalties, along with the permission for the Plastic Surgery Department of a hospital to resume operations.

The Ho Chi Minh City Department of Health advises people to carefully check information and ensure that the medical facility has a valid operating license when choosing a healthcare facility.

The Inspectorate of the Department of Health conducted surprise inspections of several medical facilities after receiving complaints from the public about violations in medical examination and treatment activities.

Hong Cuong Multi-Specialty Clinic (87-89 Thanh Thai Street, District 10, Ho Chi Minh City): During an inspection on December 4, 2024, this clinic was found to have violated regulations regarding registration for medical practice, medical record keeping, and advertising. This clinic has repeatedly violated regulations and will continue to be closely monitored.

Heart and Hand Traditional Medicine Clinic (173/114 Khuong Viet Street, Tan Phu District, Ho Chi Minh City): An inspection on December 12, 2024, revealed that the clinic did not maintain outpatient patient records, lacked advertising approval, had incomplete signage, and did not meet operating requirements. The Department of Health Inspectorate will take strict action against these violations.

The Inspectorate of the Ho Chi Minh City Department of Health has issued numerous penalty decisions against facilities violating regulations in the field of medical examination and treatment:

Ms. Ha Nhu Thuy's business (District 7): Fined 80 million VND and suspended from operation for 18 months for operating without a license for medical examination and treatment.

Asan business establishment (District 10): Fined 25 million VND, suspended from operation for 4.5 months, for violations related to the use of drugs and substances that interfere with the human body.

Cao Thang Dental Clinic (District 3): Fined 61 million VND, its operating license revoked for 2 months, and the professional certificate of the person in charge revoked for 1 month.

Hoan Cau General Clinic (District 5): Fined 44.7 million VND and had its operating license revoked for 3 months due to violations related to record keeping and advertising.

Shynh House Co., Ltd. (District 1): Fined 16 million VND for violations regarding signage and service price listing.

Saigon 2 Dental Clinic Co., Ltd. (District 12): Fined 12 million VND for signage lacking basic information and incomplete patient records.

The owner of Nice Smile One business (Tan Binh district): Fined 7.5 million VND and had the professional license of the person in charge revoked for 2 months for not being present at the facility during operating hours.

Tru Ba Cosmetics Co., Ltd. (District 7): Fined 45 million VND for advertising products and services that have not been approved by the competent authority.

Ratio Medical Co., Ltd. (District 3): Fined 30 million VND for advertising without legally valid supporting documents.

Mega Gangnam International Investment Joint Stock Company (District 10): Fined 42 million VND for incomplete advertising and record-keeping.

On December 11, 2024, the Department of Medical Examination and Treatment Management, Ministry of Health , approved the corrective action report of the Paris Dental and Cosmetic Hospital and allowed the Cosmetic Surgery Department to resume operations.

Previously, in August 2024, the Department of Cosmetic Surgery was suspended for three months due to violations of professional and technical standards in its medical examination and treatment activities. The hospital must strictly adhere to regulations on surgical safety and infection control.

The Ho Chi Minh City Department of Health advises people to carefully check information and ensure that the medical facility has a valid operating license when choosing a healthcare facility.

If violations are detected, please immediately notify the Inspectorate of the Department of Health via the hotline 0989.401.155 or the "Online Health" application to help with timely inspection and handling.

Upgrading provincial hospitals and developing a specialized healthcare system.

The healthcare network planning for the period 2021-2030, with a vision to 2050, aims to upgrade several provincial-level general hospitals into regional hospitals, in order to provide specialized medical services and improve access to high-quality healthcare for the people.

These hospitals not only play a leading role in providing professional support to healthcare facilities in the region, but also play a crucial role in responding to emergencies such as epidemics and disasters.

Specifically, provincial-level general hospitals in regions such as the Northern Midlands and Mountains, the Red River Delta, North Central Vietnam, the Central Highlands, the Southeast region, and the Mekong Delta will be upgraded to regional hospitals.

In addition, several provincial-level specialized hospitals will be renovated into centers specializing in fields such as oncology, cardiology, obstetrics and pediatrics, geriatrics, traditional medicine, and other specialties. It is expected that 20 provincial general hospitals will be upgraded to regional hospitals, and seven new hospitals will be added in areas with limited access to central-level hospitals.

In addition, the private healthcare system will also develop strongly, especially in providing high-tech services and on-demand medical examinations and treatments.

Private hospitals will play a significant role in the development of the national healthcare network, with the proportion of beds in private hospitals projected to account for 10% of the total number of hospital beds by 2025, 15% by 2030, and 25% by 2050.

The demand for hospital beds is projected to continue increasing during the period 2021-2030, with an expected addition of 92,500 beds, of which approximately 8,700 will be added to national-level hospitals.

Proposal to increase allowances for healthcare workers.

The Ministry of Health has just released a draft of a new Decree on preferential allowances for medical staff. This draft aims to adjust the professional allowance for medical staff, especially those working in difficult areas or specialized fields such as radiotherapy, chemotherapy, and nuclear medicine. Medical staff working in these fields will receive a higher allowance, up to 70%.

According to the Ministry of Health, the current number of people receiving preferential professional allowances is approximately 157,743, with the largest number at commune health stations and district-level health centers. If approved, this draft will help alleviate the shortage of medical personnel, improve the income of medical staff, and encourage them to stay with the profession in the long term.

Healthcare professionals believe that, in addition to basic salaries, special professional allowances should be increased to encourage healthcare workers to dedicate themselves fully, especially in fields with strenuous and dangerous work such as emergency care and intensive care.

When asked, some doctors and medical staff shared that, although allowances have increased, they are still not commensurate with the effort and pressure that healthcare workers are bearing. Adjusting the allowances would be a great motivation for them to continue their dedication and service.
