Compared to the regulations on extra teaching and learning in Circular 29 of the Ministry of Education and Training , the regulations on extra teaching and learning in Ho Chi Minh City have new points, not only publicizing the fees, timetables, and tutoring centers, but also having to publicize the list of extra learners... Notably, the previous regulation prohibiting extra teaching after 8 pm is now removed.

According to the Department of Education and Training of Ho Chi Minh City, extra teaching and learning is a real need and has a high tendency, existing alongside the education sector. The issue of extra teaching and learning is influenced and affected by many subjects (students, parents, teachers) and has pressures and social desires on students' learning. Therefore, managing extra teaching and learning is necessary to improve the quality of education and ensure the rights of relevant parties.
Currently, in Ho Chi Minh City, there are two basic types of extra teaching and learning: organized in schools and outside schools. Extra teaching outside schools has many forms: after-hours cultural enrichment centers, extra teaching and learning centers, home teaching, teaching groups, tutoring. Therefore, management is very complicated and sometimes difficult, and cannot be managed tightly.
