
The Election Committee (EC) of the 16th National Assembly (NA) and the People's Council (PC) of Ho Chi Minh City (PC) for the 2026-2031 term has just issued Document No. 13/UBBC on guidance on determining the expected structure, composition and allocation of the number of people nominated to run for the People's Council of wards, communes and special zones for the 2026-2031 term.
Accordingly, the Ho Chi Minh City People's Committee guides the determination of the number of elected commune-level People's Council deputies in each commune-level administrative unit based on Clause 2, Article 30 of the Law on Organization of Local Government (TCCQDP) dated June 16, 2025, which stipulates the determination of the number of elected commune-level People's Council deputies in each commune-level administrative unit.
Specifically: Communes with 10,000 people or less can elect 15 deputies; with over 10,000 people to 20,000: for every additional 2,000 people, 1 more deputy is elected; with over 20,000 people: for every additional 6,000 people, 1 more deputy is elected, but the total number cannot exceed 30 deputies (at Point b, Clause 2, Article 30 of the Law on Organization of the People's Council).
Wards with 15,000 people or less can elect 15 deputies; from 15,000 to 45,000 people: for every additional 6,000 people, one more deputy is elected; with over 45,000 people: for every additional 7,000 people, one more deputy is elected, but the total number cannot exceed 30 deputies (at Point d, Clause 2, Article 30 of the Law on Organization of Local Government).

Special zones with a population of 5,000 or less can elect 15 deputies; with a population of 5,000 to 10,000, for every additional 1,000 people, one more deputy is elected; with a population of over 10,000, for every additional 3,000 people, one more deputy is elected, but the total number cannot exceed 30 deputies (at Point d, Clause 2, Article 30 of the Law on Organization of the National Assembly).
The population of each administrative unit used as the basis for determining the number of elected People's Council deputies is determined according to population statistics in the National Population Database as of August 31, 2025.
The Ho Chi Minh City People's Committee also guides: The number of Vice Chairmen of the People's Council, Vice Heads of the People's Council at the commune level and the arrangement of full-time People's Council deputies at the commune level for the 2026-2031 term shall be implemented according to the provisions of Resolution No. 106/2025/UBTVQH15 dated October 16, 2025 of the National Assembly Standing Committee.

Regarding the structure, composition and distribution of the number of people nominated to run for the People's Council at the commune level for the 2026-2031 term, the Ho Chi Minh City People's Committee noted: It is necessary to ensure democracy, impartiality, objectivity and transparency; focus on quality, select delegates who are exemplary in terms of qualities, ethics, prestige and intelligence; ensure a reasonable structure of the number of delegates who are working in political organizations, socio-political organizations, social organizations, people's armed forces units, state agencies at their level; neighborhoods...
In addition, it is necessary to note: The proportion of ethnic minority candidates in the official list of candidates for the People's Council must be consistent with the characteristics, ethnic structure and specific situation of each locality and strive to achieve the expected winning rate; Female deputies must ensure a rate of at least 35% in the candidate list; strive to achieve an election rate of about 30% of the total number of People's Council deputies.
Candidates for the People's Council who are not from the Party should strive to account for no less than 10% of the official list of candidates for the People's Council. People's Council candidates for the 2021-2026 term should strive to account for no less than 30%.
The proposed structure, composition and allocation of the number of candidates nominated for election to the People's Council by the Standing Committee of the People's Council at the commune level shall be sent to the City Election Committee, the Standing Committee of the City People's Council, the Standing Committee of the Vietnam Fatherland Front Committee and the Commune Election Committee before November 30, 2025.
