The first Congress of the Ho Chi Minh City Party Committee, term 2025-2030, with the theme: "Building a clean and strong Party Committee and political system; promoting the strength of national solidarity; making breakthroughs in science, technology, innovation and private economic development; strengthening national defense, security, foreign affairs, international integration; mobilizing and effectively using all resources for Ho Chi Minh City to be a pioneer with the whole country in the new era".

On the final working day, the congress passed the resolution of the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030.

In the 2021-2025 period, the general development goal is to build a clean and strong Party Committee and political system of the city, continue to perfect the organizational model of the political system, promote the tradition of solidarity, dynamism, humanity, creativity, daring to think, daring to do, pioneering for the whole country, and join the whole country in entering a new era of development.

Towards the 100th anniversary of the Party's founding (2030), Ho Chi Minh City will become a civilized, modern urban area, a center of innovation, dynamism, integration, leading the industrialization and modernization of the country, with a prominent position in Southeast Asia, in the group of 100 global cities, worth living and having an innovation ecosystem in the world , belonging to the high-income group. Vision to the 100th anniversary of the founding of the country (2045) is to be in the group of 100 best cities in the world, worthy of being an international megacity of Southeast Asia.

Regarding the orientation of the main indicators for the period 2025-2030, there are 30 main indicators. Of which, the economic indicator group includes 6 indicators, corresponding to 8 component indicators; the social indicator group includes 9 indicators, corresponding to 16 component indicators; the urban and environmental indicator group includes 5 indicators, corresponding to 7 component indicators; the defense and security indicator group includes 4 indicators, corresponding to 6 component indicators and the Party building indicator group includes 6 indicators, corresponding to 9 component indicators.

Ho Chi Minh City also proposed 3 strategic breakthroughs including institutional development, infrastructure, and human resources. Ho Chi Minh City also proposed 10 groups of key tasks and solutions for the next term.
