Ho Chi Minh City People's Committee has just issued Report No. 234/BC-UBND on the collective economic development plan in the city in 2026.

According to the report, after the merger, it is estimated that by the end of 2025, Ho Chi Minh City will have 1,563 cooperative groups (THT), 1,307 cooperatives (HTX), 9 cooperative unions registered to operate, with a total number of cooperative members (including cooperative members and people's credit funds) of 97,400 members and a total number of regular employees in cooperatives of 62,281 people.

According to the People's Committee of Ho Chi Minh City, currently, the policy to support the collective economic sector continues to be improved and prioritized: The State is focusing on perfecting institutions, including amending and supplementing policies and laws on collective economic sectors and cooperatives, building target programs and projects to support cooperatives associated with new rural construction, OCOP and value chain development.

Ho Chi Minh City has a general orientation for the development of collective economy and cooperatives, with cooperatives as the core, with many forms and diverse cooperation according to the Law on Cooperatives 2023; strengthening the implementation of economic cooperation linkages between households through cooperatives, between cooperatives and other economic sectors; creating conditions for household economy development; developing collective economy in the direction of linking production and business with product value chains and making practical contributions to economic, cultural and social development...

Strongly promote comprehensive digital transformation in management, operation and production and business activities of collective economic organizations and cooperatives, contributing to improving productivity, quality and competitiveness.

Ho Chi Minh City has proposed 5 groups of solutions to develop the collective economy in 2026. Some of these solutions are related to policies such as: Continuing to organize the implementation of directive documents and policies on collective economy and cooperative development of the Government, ministries and central branches; training on newly issued policies and legal documents and improving the capacity of cooperative human resources; implementing support and incentive policies for development according to the provisions of the Law on Cooperatives in 2023; improving the efficiency of collective economy and cooperative activities; mobilizing social forces and domestic and international mass organizations.

In the group of solutions on implementing support and incentive policies for development according to the provisions of the Law on Cooperatives in 2023, Ho Chi Minh City will deploy many contents: Training and fostering human resources; promoting trade, expanding markets; applying new science, technology and technology (building and implementing programs to support technology transfer, applying scientific and technical advances in production and management of cooperatives, focusing on technologies suitable for each field (biotechnology in agriculture, environmental treatment technology, information technology in transport management, etc.) ... Supporting cooperatives to apply VietGAP processes, applying technology to trace product origin, applying high technology in production.

Regarding access to capital and funds to support cooperative development, according to the plan: The Capital Support Fund for Cooperative Members - Cooperatives under the City Cooperative Union (CCM Fund) strives to provide capital to 67,000 cooperative and cooperative group members with a total capital support turnover of about 1,800 billion VND.

Support cooperatives to access incentives under Decree No. 55/2015/ND-CP dated June 9, 2015 of the Government on credit policy for rural agricultural development and Decree No. 116/2018/ND-CP dated September 7, 2018 of the Government on amending and supplementing a number of articles of Decree No. 55/2015/ND-CP.

Propaganda for cooperatives and cooperative unions to participate in the interest rate support policy for investment projects lent by the Ho Chi Minh City State Financial Investment Company in the field of socio-economic development in the city according to Resolution 09/2023/NQ-HDND dated September 19, 2023.
