On May 22, the Kon Tum Provincial People's Committee issued a document requesting Kon Tum City to promptly resolve the outstanding debt of nearly VND18 billion in basic construction. This debt is related to many projects using state capital under the management authority of the district level from 2015 to present.
Specifically, of the total of nearly 17.7 billion VND in outstanding debt, about 3.5 billion VND is the outstanding amount from before 2015, while more than 14.2 billion VND arose in the period from 2015 to present. Accordingly, the Kon Tum Provincial People's Committee has directed the Kon Tum City People's Committee to conduct a thorough review and inspection to clearly identify specific outstanding debts, thereby prioritizing the allocation of resources to promptly pay them off.
After completing debt payment, Kon Tum City People's Committee is required to report the results to the province through the Department of Finance to monitor and evaluate the effectiveness of management and use of state budget capital.
Regarding the implementation of new projects, Kon Tum City has proposed to implement two key projects in 2025, including: The project to expand the cemetery in the North of the city with a total estimated investment of about 9.9 billion VND, and the project to build a connecting road from Tan An village, Ia Chim commune (Kon Tum city) to Ia Phi commune (Chu Pah district, Gia Lai province) with a total investment of nearly 18.2 billion VND.
However, due to the fact that Kon Tum City has not yet completely resolved old debts, the Kon Tum Provincial People's Committee has decided not to consider and approve the commencement of the two above-mentioned projects, in order to ensure financial responsibility and efficiency in the use of state capital.
According to the document of Kon Tum Provincial People's Committee, in Kon Plong, Dak To and Dak Glei districts, the province has agreed in principle to start 8 new projects with a total investment of more than 42.5 billion VND. These projects have been assessed as having sufficient conditions for implementation and do not face financial backlog problems like in Kon Tum City.
According to the Kon Tum Provincial People's Committee, these drastic moves aim to demonstrate the determination to strictly handle the outstanding debt situation in basic construction, improve the efficiency of public financial management, and avoid letting the prolonged debt situation affect local socio -economic development.
