Mong Cai City: Economy maintains growth rate in the first quarter of 2025

Focus on core tasks

In the first months of the year, Mong Cai City has focused on directing the development and implementation of the plan to carry out tasks in 2025 according to the program and plan of the Provincial People's Committee, the Resolution of the City Party Committee, the Resolution of the City People's Council; supplementing solutions to complete the target of the city's economic production value in 2025 to increase by 19% or more compared to 2024.

The city also focuses on innovation and reorganization of the political system; strictly implements regulations on personnel organization; the work of mobilizing and appointing officials is carried out in accordance with procedures; ensures publicity and transparency; creates trust for officials, civil servants, public employees and workers. The city has completed the arrangement and merger of departments, offices and units in the direction of "streamlining - compactness - strength - efficiency - effectiveness - efficiency" according to the direction of the Central Government and the province; deploys the development of a plan to not organize at the district level and merge administrative units at the commune level.

At the same time, the city focuses on directing the acceleration of the resolution of difficulties and obstacles for slow-progressing, backlogged, and prolonged projects in the area with the determination: "Strive, make efforts, and be highly responsible to thoroughly resolve the work, with clear results; only discuss work, not discuss backtracking or postponing"; accelerate the progress of establishing and submitting for approval the A3 subdivision planning (Mong Cai (Vietnam) - Dongxing (China) cross-border economic cooperation zone); select new key and dynamic projects to focus on resolving administrative procedures in 2025; conduct a general inventory of public assets and infrastructure assets in the city according to regulations; drastically accelerate the progress of handing over water surfaces and sea areas for aquaculture according to the approved plan.

Mong Cai promotes the dissemination and effective implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; resolutely creates breakthroughs in attracting investment, developing in-depth advantageous industries, especially tourism, services, trade, logistics, increasing budget revenue, aiming to balance revenue and expenditure to ensure the target of increasing the production value of economic sectors in 2025 by 19% or more. The city has directly worked with companies and enterprises such as: Texhong Ngan Long, Viglacera, Phu Lam, Business Association, Import-Export Association, a number of enterprises operating in the tourism sector that have contributed to the production value of major economic sectors in the area to remove difficulties and obstacles, promote production and business of enterprises.

Positive results

With great efforts, in the first quarter of 2025, Mong Cai city's economy continued to maintain its growth rate, increasing over the same period, the production value of economic sectors is estimated at 5,023.46 billion VND, reaching 22.16% of the 2025 plan, up 19.98% over the same period. Import-export turnover through Mong Cai border gate in the first quarter of 2025 reached 1,312.11 million USD, up 45% over the same period; of which exports reached 754.42 million USD, imports reached 557.69 million USD; attracting 213 new enterprises, bringing the total number of enterprises carrying out import-export procedures to 814, an increase of 254 enterprises over the same period.

Foreign affairs, integration and development cooperation activities are expanded and efficiency is improved.

The city continues to implement many solutions to focus on developing the tourism industry. According to statistics, the number of tourists to Mong Cai in the first quarter of 2025 reached over 669 thousand, an increase of 8% over the same period; revenue from tourism services is estimated at over 1,500 billion VND.

By March 31, state budget revenue reached VND1,571.4 billion, equal to 115% over the same period. Total retail sales of goods and service revenue reached VND3,100.3 billion, reaching 46.4% of the plan, up 17.3% over the same period.

It is known that Mong Cai city has put the agricultural and food testing laboratory (CCIC) into operation at Bac Luan II inspection yard, with the aim of ensuring that Vietnamese goods tested and meeting standards for export to the Chinese market are cleared smoothly, reducing the rate of goods being rejected or destroyed due to not meeting standards; proactively monitoring the quality of agricultural, forestry and fishery products to ensure safety before exporting to the Chinese market.

In March 2025, the People's Committee of Mong Cai City also held talks with the People's Government of Dongxing City (China), agreeing on many important contents, especially cooperation in building a smart border gate between Mong Cai (Vietnam) and Dongxing (China); promoting the construction of a cross-border economic cooperation zone through industry cooperation at Hai Yen Industrial Park and Van Ninh International Port in Mong Cai; promoting the construction of a cross-border e-commerce industrial park; promoting the construction of traffic connection projects between the two cities; agreeing on the contents of tourism cooperation across the Vietnam - China border including: self-driving tourist cars, day tours, new tourism products, cycling across the border...

Trade and import-export have many improvements.

In the coming time, Mong Cai City will also continue to complete and implement the Project of not organizing at the district level, merging administrative units at the commune level. In addition, the city strives to improve the investment and business environment; strengthen state management at border gates and openings; inspect, supervise, and strictly handle violations of the law in import-export and immigration activities; focus on reviewing bottlenecks and bottlenecks to completely resolve difficulties and obstacles, remove and release all available resources to manage, exploit, use and promote the highest efficiency, creating a foundation to promote growth.

Implementing the theme of the year "Breakthrough, acceleration in economic development; attracting investment, developing in-depth advantageous sectors, creating momentum for the new term", as well as the Conclusions and directions of the Province and the Standing Committee of the City Party Committee on adjusting the economic growth scenario in 2025, Mong Cai continues to focus on leadership, direction, organization of implementation, ensuring determination, consistency, throughout, flexibility, efficiency, and determination to comprehensively complete the political tasks set out in 2025.
