Thanh Hoa City improves the effectiveness of legal dissemination and education

In line with Conclusion No. 80-KL/TW, dated June 20, 2020 of the Secretariat on "Continuing to implement Directive No. 32-CT/TW of the Secretariat on strengthening the leadership of the Party in the work of legal dissemination and education, raising the awareness of law observance of officials and people, in recent years, Thanh Hoa City has always focused on improving the quality of human resources performing the task of legal dissemination and education. Accordingly, the city directed wards, communes, agencies, units, and political organizations to focus on building, consolidating, and perfecting the team of officials and civil servants performing legal dissemination and education work with professional qualifications and skills to meet the requirements of new tasks. Currently, the team of officials and civil servants performing legal dissemination and education work in the city has 605 people, ensuring the structure and standards according to regulations. Of which, the City Coordinating Council for Legal Dissemination and Education has 54 members; there are 41 city-level legal reporters and 510 propagandists. legal officers at the commune and ward levels. From being carefully selected, the team of cadres and civil servants doing legal dissemination work in the city are people with strong political will, ethics, clean lifestyle and a firm grasp of the Party's guidelines and viewpoints, and the State's policies and laws. Along with understanding politics, economics, culture - society, the team of cadres and civil servants doing legal dissemination work are also people with professional capacity, expertise and extensive practical experience, especially the ability to convey legal knowledge to all classes of people. The quality of the team of reporters and legal propagandists has been improved, contributing to improving the effectiveness of the city's legal dissemination work in recent times.

In order for the promulgated laws to permeate deeply into life, every year, Thanh Hoa City has proactively developed plans and guided wards, communes, agencies and units to effectively implement the work of legal dissemination and education. At the same time, many practical activities have been organized in response to Vietnam Law Day, aiming to widely spread the spirit of respect for the Constitution and the law among all people in the city.

With the motto of "comprehensive and widespread", wards, communes, agencies and units have proactively innovated the content and diversified the forms of legal dissemination and education to ensure focus and key points, suitable to practical conditions, political tasks of the sector, locality and each target group, such as through direct conferences, seminars and competitions, law learning competitions, propaganda on the radio system, legal aid activities, distribution of legal documents and leaflets. There is also propaganda and legal dissemination and education in the form of visual agitation, legal club activities, legal education programs in schools and educational institutions, legal bookcases in wards, communes, village cultural houses and residential groups. In 2024, the city organized 12 conferences to disseminate new legal documents to thousands of reporters, legal propagandists and cadres, civil servants, party cell secretaries, village and residential group heads, and heads of political organizations. The content of the dissemination and propaganda focused mainly on the system of legal documents in the fields of state management that will take effect in 2023 and 2024, such as: Law on Identification, Law on Forces Participating in Protecting Security and Order at the Grassroots Level, Housing Law, Land Law, Amended Law on Real Estate Business, Amended Law on Auction, Amended Law on Telecommunications, Law on Protection of Consumer Rights, Law on Bidding, Law on Prices, Law on Electronic Transactions, pilot implementation of issuing judicial records on the national identification application VneID; General Code of Conduct on social networks...

On the other hand, the city also strengthens legal dissemination through the compilation and publication of legal documents. In 2024, the city printed and distributed 31,000 propaganda documents on Vietnam Law Day; distributed 6,030 leaflets and legal brochures to learn about grassroots mediation and legal access in 2024 to officials and people of all walks of life in the area. Through the above forms of legal dissemination, all policies of the Party, policies and laws of the State have been vividly conveyed to officials, party members and all people. Thereby, raising the awareness of self-awareness, respect and strict compliance with the law of officials, party members and all people.

Aiming to build a lifestyle and work in accordance with the law for teachers and students, Thanh Hoa City focuses on leading and directing the Department of Education and Training to deploy solutions to make the work of legal dissemination and education in the school system and educational institutions in the area increasingly practical and effective. In addition to standardizing the team of teachers teaching Civic Education, schools have coordinated with the Traffic Police Department (Provincial Police), ward and commune police and the City Youth Union to effectively implement legal dissemination and education activities. Notably, schools have proactively updated documents related to legal education to integrate content into a number of subjects. At the same time, integrate legal dissemination and education on traffic safety, drug prevention, and school violence into flag-salute activities; organize competitions and contests to learn legal knowledge for students; distribute documents "I learn and practice traffic safety skills". In addition, schools also maintain extracurricular educational activities, life skills education, adolescent reproductive health education, and creative experiential activities suitable to the psychological characteristics and learning content of students. With the PBGDPL, the city's teachers and students have raised their awareness and sense of compliance with the law.

Along with that, Thanh Hoa City attaches special importance to the dissemination of legal information to special subjects in the area. The form of dissemination of legal information to special subjects is also organized by wards, communes, agencies, units, and political organizations in many diverse forms. From organizing conferences to disseminate, train, and directly propagate to distributing documents, leaflets, and propaganda on mass media. Specifically, the police of wards and communes have coordinated with reporters and legal propagandists to take advantage of every moment and every place to disseminate legal information to newly released prisoners reintegrating into the community, and to juveniles who violate the law. This contributes to bringing the law into life quickly and deeply into all classes of people.

The work of disseminating and popularizing the law in Thanh Hoa City has been implemented in a variety of forms and rich in content, bringing about practical results. It is not only the quality of propaganda and disseminating the law in wards, communes, agencies and units that has been increasingly improved, but also the awareness and sense of law observance of officials, party members and people of the city have had many positive changes. This is a factor that contributes positively to the task of maintaining security and order and minimizing law violations in the area, creating a driving force for the socio-economic development of Thanh Hoa City.
