Ho Chi Minh City has proposed a special mechanism to retain strategic investors for the Can Gio International Transit Port project. This is considered a test for the ability to realize Resolution 98 and create a breakthrough in the city's marine economic strategy.

That is the content stated in the report that the Ho Chi Minh City People's Committee has just sent to the Standing Committee of the Ho Chi Minh City Party Committee for consideration and reporting to the Standing Committee of the Ho Chi Minh City Party Committee on the implementation of the Can Gio International Transit Port project.

Specifically, the Ho Chi Minh City People's Committee submitted to the Standing Committee of the Ho Chi Minh City Party Committee a proposal to the Standing Committee of the Ho Chi Minh City Party Committee to agree on the policy of continuing to implement the Can Gio International Transit Port project in accordance with legal regulations. The Ho Chi Minh City People's Committee will coordinate with relevant ministries and branches to complete investment documents and procedures in accordance with regulations.

Propose that the Standing Committee of the City Party Committee direct the orientation of a specific mechanism to support attracting and retaining strategic investors (MSC Group), within the framework of Resolution No. 98/2023/QH15 of the National Assembly and current laws.

Perspective of Can Gio International Transit Port in the future

The specific mechanism focuses on the following contents: Incentives on infrastructure connecting traffic, logistics, and warehousing; support for administrative procedures, shortening investment preparation time; incentives to attract logistics support enterprises.

The Ho Chi Minh City People's Committee will lead and direct relevant departments to review and update synchronous planning (marine space, land use, traffic, environment...) to serve as a legal basis for land and water surface allocation and investment licensing.

Along with that is directing to strengthen propaganda work, clearly explain the meaning and benefits of the project; mobilize the participation of Can Gio district authorities at all levels in advocacy work to create consensus among the people. At the same time, build reasonable compensation, support and resettlement policies associated with sustainable livelihood conversion.

The Can Gio International Transit Port Project has been approved by the Prime Minister for investment policy under Decision No. 148/QD-TTg issued on January 16, 2025. The project has a scale of about 571 hectares, with a total investment of more than VND 50,000 billion. The port's expected operating period is 50 years from the date of approval.

The project is proposed by a consortium between Saigon Port Joint Stock Company and Terminal Investment Limited Holding SA (a subsidiary of MSC Group, the world's largest container shipping line). The port is designed to accommodate super-large container ships, up to 250,000 tons (equivalent to 24,000 TEU). It is expected that by 2045, the customs clearance capacity will reach about 16.9 million TEU/year.

The Ho Chi Minh City People's Committee has identified the construction of an international transit port in Can Gio as one of the strategic tasks in the process of implementing the Vietnam Marine Economic Development Strategy. This will be a highlight to affirm the role of Ho Chi Minh City as a logistics center and international maritime trade in the Southern region.
