Sharing with Dan Tri , Mr. Pham Chanh Trung, Head of the Ho Chi Minh City Population Department, said that the city is reviewing and making a list to count the first batch of beneficiaries according to Resolution No. 40/2024/NQ-HDND.
"We are reviewing and making the first statistical list of women under 35 years old, giving birth to two children from December 21, 2024 to April 15, 2025 to support while waiting for instructions on implementation procedures according to administrative decentralization," Mr. Trung emphasized.

Women aged 35 giving birth to their second child from December 21, 2024 to April 15, 2025 in Ho Chi Minh City will receive support of 3 million VND (Illustration: BV).
Previously, at the end of 2024, the Ho Chi Minh City People's Council issued a resolution on reward and support policies for collectives and individuals who have performed well in population work in the area.
The policy aims to encourage localities, organizations and people to actively participate in activities to improve population quality, address issues related to fertility, gender imbalance, and health care for the elderly.
According to the proposal, women who give birth to two children before the age of 35 will receive 3 million VND in support.
Pregnant women and newborns from poor, near-poor, social protection households or living on island communes will be supported with prenatal and newborn screening with a total support of 2 million VND, including 600,000 VND for prenatal screening, 400,000 VND for newborn screening and 1 million VND in direct support.
Wards, communes and towns with 60% of couples of childbearing age giving birth to two children for three consecutive years will be awarded a certificate of merit by the district People's Committee and supported with 30 million VND.
If this achievement is maintained for 5 consecutive years, the commune will receive a certificate of merit from the City People's Committee and a support of 60 million VND.
In addition, the Population Department has requested the People's Committee of Thu Duc City and districts to direct the People's Committees of wards, communes, towns and related departments, branches and organizations to increase information and propaganda about the content of this resolution to local people, especially those eligible to benefit from the policy.
Although it is in the golden population period with a working age ratio of over 74%, Ho Chi Minh City is also facing a rapid aging rate due to a prolonged low birth rate. For many years, Ho Chi Minh City has always been among the localities with the lowest birth rate in the country.
In 2024, the fertility rate in Ho Chi Minh City will be 1.39 children/woman, much lower than the replacement fertility rate that Vietnam is maintaining (2-2.1 children per woman).
This situation, if prolonged, will have a strong impact on the population structure of Ho Chi Minh City in the future. The proportion of young people and people of working age is decreasing, while the proportion of elderly people is increasing. This further increases the rate of population aging, labor shortage... in the city.
The city is making efforts to implement policies on social security, support foreducation , health care, living, housing, personal income tax, entertainment... so that young couples can feel secure in having children and having two children.
