On February 12th, the leaders of the District 12 People's Committee assigned the Department of Education and Training to coordinate with relevant units to advise the District People's Committee on guiding and organizing the implementation of regulations on supplementary teaching and learning for schools, organizations, and individuals under its management.
This move comes as Circular 29 of the Ministry of Education and Training, which regulates extracurricular tutoring, officially came into effect on February 14th. It stipulates that teachers are not allowed to provide extra tutoring outside of school to students they are assigned to teach according to the school's plan.
The Department of Education and Training is responsible for presiding over and coordinating with the People's Committees of the wards to establish inspection teams to monitor extracurricular tutoring activities in February 2025; and handling, within its authority, any violations by organizations or individuals that may arise.
The District 12 Department of Education and Training must organize the implementation of regulations on extracurricular tutoring and supplementary classes by the principals of public schools and leaders of educational institutions.
Compile a list of difficulties and obstacles arising related to the management of extracurricular tutoring and propose solutions to the city. The Department of Education and Training will provide guidance and be responsible to the District People's Committee if violations regarding extracurricular tutoring occur among staff, teachers, and employees of public schools.
The principals of public schools, leaders of educational institutions in the area, and 100% of staff and teachers must be fully aware of the regulations and guidelines on tutoring and supplementary classes; regularly review, remind, and check the compliance with regulations on tutoring and supplementary classes among school staff and teachers; and coordinate with competent authorities to handle violations if any occur according to regulations.
The chairpersons of the wards are responsible for managing extracurricular tutoring activities in their respective areas.
