On February 21, news from the Department of Industry and Trade of Ho Chi Minh City said that after reviewing the content of the proposal of the City Tax Department on the establishment of an interdisciplinary inspection team to implement electronic invoices for each sale and strengthen the management, inspection and supervision of retail gasoline business activities, the Department of Industry and Trade of Ho Chi Minh City has reported and proposed to the People's Committee of Ho Chi Minh City the following contents. Accordingly, to ensure that inspection and examination activities are consistent with functions and tasks, the Department of Industry and Trade of Ho Chi Minh City recommends that the People's Committee of Ho Chi Minh City consider and direct:
The City Tax Department shall preside over and coordinate with relevant departments and branches to develop a plan for inter-sectoral inspection of the issuance of electronic invoices for each sale of enterprises and retail stores of gasoline and oil in the area, inspect the implementation of issuing electronic invoices for each sale, connect data with the Tax authority according to regulations, and strictly handle cases of non-implementation or intentional non-implementation according to regulations.
The Department of Industry and Trade shall preside over and coordinate with market management agencies, the police and relevant agencies to closely monitor and inspect the compliance with legal regulations on petroleum trading by petroleum trading units in the area; the obligations of petroleum traders towards petroleum retail stores; coordinate with tax authorities to grasp the current status of electronic invoice implementation, the situation of inspection, supervision and handling of violations of the law on electronic invoices for each sale of petroleum trading units.
At the same time, recently, the Department of Industry and Trade of Ho Chi Minh City has consulted on drafting a directive document of the City People's Committee on implementing Official Dispatch No. 1284/CD-TTg dated December 1, 2023 of the Prime Minister on strengthening the management and use of electronic invoices for petroleum business and retail activities, collecting opinions from relevant departments and branches, and submitting it to the City People's Committee for consideration and promulgation.
In addition, based on the opinions of local businesses, regarding the difficulties in implementing electronic invoices for each sale in the retail business of petroleum, the Department of Industry and Trade will coordinate with relevant units (Tax Department, Department of Science and Technology, Market Management Department...) to review and assess the current infrastructure status and implement the issuance of electronic invoices for each sale according to regulations.
