The tasks and powers of the Steering Committee are to deploy and organize the implementation of Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045; Resolution No. 188/2025/QH15 dated February 19, 2025 of the National Assembly on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City; Resolution No. 24-NQ/TU dated March 16, 2025 of the Ho Chi Minh City Party Committee on the implementation of Conclusion No. 49-KL/TW dated February 28, 2023 of the Politburo on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045 in Ho Chi Minh City.

Decide on the establishment and consolidation of working groups, advisory groups, and organizations under the Steering Committee to carry out tasks assigned by the Steering Committee.

Operating mechanism of the Steering Committee, the Department of Construction is the Standing Body of the Steering Committee; uses the apparatus and personnel in charge to perform assigned tasks; develops the Operating Regulations to be submitted to the Head of the Steering Committee for signature and promulgation; assists the Head of the Steering Committee in developing the Steering Committee's work plan and program; implements and synthesizes the contents for the Steering Committee's meetings; develops the Steering Committee's operating budget (such as expenses for the advisory board, consultants, etc.) to submit to the competent authority for approval; prepares documents, reports and drafts of conclusions of regular or extraordinary meetings of the Steering Committee; synthesizes and reports on the Steering Committee's general activities and performs a number of other tasks assigned by the Head of the Steering Committee.
The Steering Committee is under the leadership and direction of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the assignment of tasks by the Head of the Steering Committee. The Steering Committee operates on the principle of collective action and the Head of the Steering Committee decides on the implementation content. The Standing Deputy Head of the Steering Committee assists the Head of the Steering Committee in inspecting, monitoring, synthesizing, and evaluating the situation and results of the implementation of assigned tasks. The Steering Committee uses the seal of the Ho Chi Minh City Party Committee when the Head of the Steering Committee or the Deputy Head of the Steering Committee (the Deputy Secretaries of the City Party Committee) sign the documents of the Steering Committee.
The Steering Committee assigns the Standing Deputy Head and Chairman of the Ho Chi Minh City People's Committee to decide on the establishment/perfection of Working Groups to assist the Steering Committee; invite organizations, experts, and scientists (domestic and international) to research and provide feedback during the research process, propose directions, solutions, mechanisms, and policies to implement related work.
Members of the Steering Committee are responsible for the assigned areas of work according to their assigned functions and tasks and are responsible to the Head of the Steering Committee for the results of the assigned tasks.
Steering Committee members participate throughout the consultation and implementation process (participate fully in regular meetings and ad hoc meetings of the Steering Committee; in case of attending meetings on behalf of others, there must be a written authorization as prescribed) to ensure progress and quality of work as required.
