Eliminating temporary and dilapidated houses - A sustainable direction in social security policy

Long An is in the peak period of implementing one of the major social security programs, which has a direct and clear impact on people's lives: eliminating temporary and dilapidated houses.

Long An is in the peak period of implementing one of the major social security programs, which has a direct and clear impact on people's lives: eliminating temporary and dilapidated houses for poor households, near-poor households and policy beneficiaries. With the strong direction from the Party Committee, the government and the synchronous coordination from localities, the program is being implemented in the right direction, ensuring progress.

Initial results show that people's living conditions have gradually improved, contributing to improving the effectiveness of poverty reduction and promoting sustainable local development.

According to the plan approved by the Provincial People's Committee, the province supports the construction and repair of houses for 208 poor and near-poor households with a total cost of more than 16.1 billion VND. By May 5, 2025, the whole province has 88 completed houses (including 80 newly built houses and 8 repaired houses), 120 houses are under construction (114 newly built houses and 6 repaired houses). Localities are committed to completing all of these houses before May 15, 2025.

At the same time, the province also implemented support for the construction and repair of houses for people with meritorious services to the revolution and relatives of martyrs who are facing housing difficulties. Accordingly, the total number of houses supported for construction and repair is 116, with a support level of 100 million VND/new house and 50 million VND/repaired house. As of May 5, 2025, the whole province has 101 houses under construction and 15 houses completed. Localities and households have made specific commitments on the construction start time in accordance with actual conditions, ensuring completion on schedule by June 30, 2025.

The program to eliminate temporary and dilapidated houses was organized and implemented synchronously, from the survey and selection of subjects to the implementation process at the grassroots level. The allocation of funds was carried out transparently and closely to reality. The newly built or repaired houses all met technical standards and were suitable for long-term use. It is worth noting that the program was implemented with a specific plan and clear progress. Localities and households committed to implementing the set timelines, helping to avoid delays and ensuring effective use of resources.

Housing support for poor households and vulnerable groups is an important policy to improve living conditions and enhance the quality of social security. “Settling down” leads to “working”, when having a stable place to live, people can easily access health services, education and job opportunities. Children can study better, the elderly live in a safe environment, and workers can focus on work and improve their lives. Thanks to that, policies on poverty reduction, health care, education and job creation will also be more effective.

From an operational perspective, unified direction from the province to the grassroots level is an important factor in helping the program to be implemented effectively. Localities have proactively developed detailed plans and clearly assigned responsibilities; at the same time, closely monitored and promptly handled problems arising during the implementation process. However, for the housing support program to bring long-term value, localities need to have additional solutions after the projects are completed, such as continuing to connect vocational training policies, creating jobs and providing preferential credit to people, helping them stabilize their lives and develop the economy sustainably. When many policies are connected in the same direction, the effectiveness will be truly long-term and sustainable.

The implementation in Long An shows that the most important factor is the unity between all levels in awareness and action. The province's prioritization of resources for social security, especially supporting households with housing difficulties, shows that the development orientation puts people at the center. The drastic direction, close monitoring of progress, and proactive spirit from the people have helped the program bring about clear results and practical effectiveness. The number of temporary and degraded houses is gradually being replaced by solid and sturdy houses, contributing to helping people stabilize their lives and feel secure in working and producing.

In the coming time, when all the remaining houses are completed as planned, Long An will achieve an important step forward in ensuring minimum living conditions for the poor and disadvantaged. A solid roof is not simply a place to shelter from the rain and sun, but the starting point for a life with hope, faith, direction and opportunities to rise./.
