The seminar is an opportunity for businesses, institutes, schools and state management agencies to exchange and propose policies to promote cooperation and human resource development.
In addition, this is also an opportunity for experts, businesses and managers to share, solve difficulties, promote training activities, applied research and technology transfer; develop breakthrough human resources in the field of microchip design, semiconductor technology, IoT in Ho Chi Minh City in particular and Vietnam in general.
At the seminar, the Alliance for Research and Training of Semiconductor and Microelectronics Human Resources for the 2025-2030 Period (ARTSeMi) was established, including businesses, training institutions, research institutes and related organizations to coordinate the development of the semiconductor and microelectronics industry in Vietnam.

The establishment of the Alliance is an urgent need, stemming from the development reality of the digital economy , where the semiconductor - electronics industry cannot develop effectively without a coordination mechanism between organizations, businesses, institutes and schools. The Alliance is also an important bridge, connecting domestic and foreign businesses and experts with state management agencies to build policies close to reality, promoting R&D projects.
In the Semiconductor Industry Development Strategy to 2030, with a vision to 2050, the country aims to train at least 50,000 high-quality human resources, of which Ho Chi Minh City will train about 9,000 human resources, mainly in the fields of microchip design, chip manufacturing and related technology industries.
In Vietnam, domestic and FDI electronics enterprises and many other large corporations are playing a key role in exporting electronics, computers, phones and components, making Vietnam the fifth largest country in the world in exporting electronics and computers; and the second largest in the world in exporting phones and components.
In 2024, Vietnam's total electronics export turnover will reach more than 134.5 billion USD, accounting for over one-third of the country's total export turnover. In the first 5 months of 2025, the growth rate reached 39% over the same period.

Speaking at the seminar, Mr. Nguyen Huu Yen, Deputy Director of the Department of Science and Technology of Ho Chi Minh City, said that the Department always supports innovation efforts, attracting science and technology talents and domestic and foreign investors in the fields of high technology, semiconductors and electronics. Enterprises in the semiconductor and electronics industry need to speak up about difficulties and policy barriers, so that the State can remove them and create favorable conditions for enterprises to invest in R&D projects in Vietnam.
