On June 10, the Organizing Committee of the Ho Chi Minh City Party Committee held an online conference to deploy preparations for the pilot operation of the 2-level local government model in the city.
9 hypothetical situations
Huynh Cach Mang, Deputy Head of the Standing Committee of the Ho Chi Minh City Party Committee's Organization Board, informed that Ho Chi Minh City is expected to pilot the two-level local government model in two phases. Phase 1 (before June 13), will operate services related to public administrative procedures to serve the people. Phase 2 (after June 15), will operate services and work groups related to city and local departments, agencies, and people.
From June 26 to 30, meetings will be held to review experiences and deploy simultaneously.
The trial operation location is at the headquarters of the Public Administration Center of 102 wards and communes.
The Ho Chi Minh City Party Committee requested the Standing Committee of the Party Committee and the People's Committees of the wards to resolve hypothetical situations arising before, during and after the operation of the new commune-level local government.
Assume hypothetical situations:
(1) Operating the Document Management System software: Receiving and transferring incoming and outgoing documents in the political system and the official email system of Ho Chi Minh City.
(2) Operate the reception, processing and response to people and businesses through portal 1022.
(3) Operate the Online Conference system connecting the city with the base.
(4) Operate, receive and process administrative procedures at the commune-level public administration center for all types of documents: certified copies, authentication, birth certificates, death certificates...
(5) Operate the reception and settlement of administrative procedures (household registration, land, construction...) for cases where people have submitted documents at the old district/county but have not been resolved and hand them over to the new administrative unit for continued settlement.
(6) Operate the handling of receiving ongoing and pending projects of the old district/county to coordinate with departments, branches and sectors in the city to continue implementation or submit to competent authorities for consideration and settlement according to regulations.
(7) Operate the mechanism of the Party Executive Committee meeting of the commune/ward to lead and direct the implementation of the allocation of delegates to attend the Party Congress at its level to affiliated grassroots party organizations.
(8) Operate the mechanism of the Party Executive Committee meeting of the commune/ward to consider issuing a Resolution to lead the implementation of tasks in the last 6 months of the year and resolve complicated issues arising after the establishment of the new Party Committee and commune-level government, to complete the targets and tasks of Party building, economic , cultural and social development, ensuring social security and order and taking care of people's lives in the locality.
(9) Operate the mechanism of ward/commune People's Committee meetings in implementing direction and leadership of state administrative management in the area. Direct and organize the implementation of socio-economic development tasks, organize the implementation of state management in the locality in the fields of economy, land, construction, transportation,education , health, judicial administration, judicial support, internal affairs, labor, information, culture, society, tourism, physical education and sports in the area according to the provisions of law...
Learn from experience and widely deploy before June 27
The Ho Chi Minh City Party Committee assigned the City Party Committee's Organizing Committee to urgently guide the Standing Committees of the Party Committees of communes and wards to develop scenarios to implement contents (7) and (8) of the plan, to be implemented before June 20. At the same time, preside over and coordinate with agencies to summarize, draw experience, and deploy widely before June 27.
The Ho Chi Minh City Digital Transformation Center will coordinate with localities to quickly connect infrastructure and transmission lines to ensure the system operates smoothly before June 11. Coordinate with departments, branches and localities to develop scenarios for the contents (1), (2), (3), (4), (5) for deployment and operation. Send technical support personnel to wards and communes to support trial operations.
The Department of Science and Technology coordinates with the Ho Chi Minh City Digital Transformation Center to develop a scenario for content (2) of the plan, take the lead in guiding the list, configuration of technical infrastructure, equipment and shared digital platforms, operate the Reception Portal, and coordinate the operation of the 2-level Digital Government system. At the same time, a summary report on information systems, infrastructure, and human resources will be sent to the Ho Chi Minh City Party Committee to report to the Standing Committee of the City Party Committee on June 16.
The Department of Home Affairs urgently advises on the issuance of decisions to establish, appoint, and designate the chairperson and vice chairperson of the People's Committee of communes/wards according to regulations; presides over and coordinates the establishment of administrative boundary maps of 102 wards and communes. At the same time, coordinates the transfer of data for the Ho Chi Minh City Digital Transformation Center to update on the city's shared digital map, to be implemented before June 26.
The Department of Finance is assigned to coordinate with districts, towns, and Thu Duc City to advise the City People's Committee to issue documents listing the working offices of new communes/wards and develop scenarios for situations of content (6) of the plan.
Assign the Party Committee of the Ho Chi Minh City People's Committee to direct the Office of the City People's Committee to preside over and coordinate with the Department of Science and Technology to guide the new wards/communes to deploy the new website before June 26; receive information on administrative procedures from departments and branches to advise the Ho Chi Minh City People's Committee to issue documents transferring administrative procedures to the wards and communes, complete the process of receiving documents as a legal basis for localities to deploy, operate and implement before June 11.
The Standing Committee of Thu Duc City Party Committee and the District Party Committee are assigned to review and report to the Ho Chi Minh City People's Committee and the Department of Finance on the locations of the new communes/wards' offices; provide the Ho Chi Minh City Digital Transformation Center and the Department of Science and Technology to connect infrastructure and data transmission lines, and implement before June 11. The organization of the trial operation of the 2-level local government model in Ho Chi Minh City must ensure substance, efficiency and concentration. In particular, it is necessary to ensure consistent leadership and direction in all areas: Party building, caring for people's lives, ensuring national defense, security and economic and social construction and development of the City Party Committee, Ho Chi Minh City People's Committee and the new commune-level Party Committee and People's Committee; and organizing the apparatus to operate the 2-level local government.
